Procurement of IAM solution

The subject of the procurement is a Finnish-language IAM system and its implementation, as well as Finnish-language support and maintenance services for the system. The scope of the procurement also includes the necessary licenses. The system to be procured includes, among other things: • Identity lifecycle management (new user, change in user data, departing user) for internal (employees and students) and external (e.g., consultants and service provider employees) users. • The IAM system uses, among other things, HR system employment relationships as input several times a day or other personnel management systems of various stakeholders. • Support for separate management of authorizations for multiple (sequential and parallel) service periods. • Portal and workflows for requesting, approving, and implementing additions, changes, and deletions of access rights. • Work queues for implementation tasks are managed in the IAM solution. • Possibility for line managers to delegate the approval/management of access rights temporarily or for a fixed period. • Sending notifications about implementation tasks in the work queue. • Centralized repository for identities and access rights. • Automatic and manual provisioning of access rights to selected target systems. • Support for attribute-based and role-based access management, and roles corresponding to the current state implemented with appropriate changes. • Functional and efficient monitoring of access rights and identities. • Functional self-service tools for managing user data.
