Закупівля здійснюється у межах Програми «Відновлення водопостачання і водовідведення України» / Ukraine Water Recovery (далі — Програма). Програма реалізується відповідно до Фінансової угоди «Відновлення водопостачання і водовідведення України» між Україною та Європейським інвестиційним банком від 09 квітня 2025 року, ратифікованої Законом України від 18 вересня 2025 року № 4612-IX (далі — Фінансова угода) Фінансування Програми здійснюється за рахунок кредитних коштів Європейського інвестиційного банку (далі - ЄІБ) у межах механізму Ukraine Facility, зокрема його інвестиційного компонента Ukraine Investment Framework (UIF), а саме, Компонента ІІ (Pillar II), із гарантійною підтримкою Європейського Союзу відповідно до Регламенту (ЄС) 2024/792. Правовою основою проведення закупівлі є Закон України «Про публічні закупівлі» (далі — Закон), Особливості, затверджені постановою КМУ від 12.10.2022 № 1178 (далі — Особливості), Фінансова угода, Керівництво із закупівель для проєктів, що фінансуються ЄІБ (березень 2024 року), Посібник із закупівель Програми (далі — Посібник) та Операційного посібника Програми.
