The City of Riihimäki (hereinafter "the client" or "the contracting entity") requests your tender for the City of Riihimäki's "On the Trail of the Lynx and the Seven Brothers" project to promote active nature tourism, in accordance with this tender request and the attached documents. The project aims to develop an inter-municipal outdoor recreation route network and update existing outdoor recreation route agreements in the City of Riihimäki and the Municipality of Loppi in cooperation with landowners.
The client for the procurement is the City of Riihimäki, and the subject is the "On the Trail of the Lynx and the Seven Brothers" project, funded by the Finnish government's "Finland Moves" program. The procurement is managed by the City of Riihimäki. Partners include the Municipality of Loppi and the Häme Regional Recreation Association.
With this tender request, the Client requests tenders for the following sub-assignments:
Assignment 1: Planning of a new route connection
- The task is to plan a new outdoor and hiking route that connects the Hämeen Ilvesreitti and the Seitsemän veljeksen reitti in the Riihimäki and Hyvinkää areas. The route planning should primarily utilize existing paths, outdoor recreation routes, forest roads, and other suitable connections. The planning also includes preliminary mapping of route options in cooperation with landowners, so that preliminary positive acceptance from landowners is obtained for the planned route whenever possible. Actual landowner agreements are not included in the assignment.
Assignment 2: Preparation of outdoor recreation route usage rights agreements
- The task is to prepare updates to the existing usage rights and land use agreements for the Hämeen Ilvesreitti in the Riihimäki and Loppi areas, and to investigate and prepare the agreements required for the new planned route in the area between Riihimäki and Hyvinkää in cooperation with landowners.
The subject of the procurement and the deliverables are described in more detail in Appendix 2 of the tender request, "Description of the Subject of Procurement".
The contract period is tentatively 01.01.2027-31.12.2027.
The procurement procedure is an open procedure, and based on the competition, one (1) service provider will be selected for both sub-assignments. The same tenderer can be selected as the service provider for both sub-assignments. A tenderer can submit a tender for one or both sub-assignments. The sub-assignments will be evaluated and compared independently of each other.
In this procurement, the basis for the most economically advantageous tender will be the best price-quality ratio. All requirements concerning the procurement are presented in the tender request and its appendices.
The procurement falls below the national thresholds set in the Procurement Act (1397/2016), meaning it is a small procurement, for which the procurement guidelines of the City of Riihimäki apply. The Procurement Act does not apply to the procurement.
The offer is binding and must be prepared in Finnish.
The contracting entity does not commit to specific procurement volumes, nor does the contract grant the Service Provider an exclusive right to carry out the procurement.
The offer must be in accordance with the tender request and its appendices, and the subject of the procurement must comply with the quality levels and requirements specified in this tender request. The tenderer's own contract terms may not be attached to the offer. The tenderer's stated standard terms, reservations, or other terms contrary to the tender request and its appendices are void.
