⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① Not be a person who falls under the provisions of Article 70 of the Budget, Settlement of Accounts and Accounting Regulations. However, this does not apply to minors, persons under guardianship, or persons under curatorship who have obtained the necessary consent for concluding a contract.
② Not be a person who falls under the provisions of Article 71 of the Budget, Settlement of Accounts and Accounting Regulations.
③ The applicant must be a company that meets the Ministry of Health, Labour and Welfare's competitive bidding qualification (unified qualification for all ministries and agencies) for fiscal years 2025, 2026, and 2027, specifically in the c-ategory of "rental" under the "provision of services, etc.," and be classified as A, B, C, or D, and possesses competitive bidding qualifications for the Kyushu and Okinawa regions.
④ Other persons who possess the qualifications deemed necessary by the contracting officer.
