Improvement of 3.6km Concrete Road in Kampong Speu Province

(Ref: MRD-CSLEP-NCB-RW03)

  1. The Royal Government of Cambodia (RGC) has received a credit from the International Development Association (IDA)toward the cost of Cambodia Sustainable Landscape and Ecotourism Project (CSLEP), and it intends to apply part of the proceeds of this credit to payments under the Contract for Improvement of 3.6 km Concrete road in Kampong Speu Province. (Ref: MRD-CSLEP-NCB-RW03).
  2. The Ministry of Rural Development (MRD) now invites sealed bids from eligible and qualified bidders for Improvement of 3.6 km of Concrete road in Kampong Speu Province. The construction period is 12 Months.
  3. Procurement will be conducted through National Competitive Bidding (NCB) Procedures outlined in the Government’s Standard Operating Procedures on Procurement for Externally Financed Projects/Programs.
  4. This invitation is open to all qualified bidders from eligible source countries of as described in the Bidding Document.
  5. Bidders attention is drawn to Sub-Clause 6.3 of Section 1 – Instructions to Bidders (ITB) and Section 2 – Bid Data Sheet (BDS) on the Qualification requirements. Qualification requirements include:
      • Average Annual Construction Turnover: The average annual volume of construction work over the last 3 years (2023, 2024 and 2025) shall be at least USD 3.2 Million.
        • Specific Similar Experience: Experience as prime contractor in the construction of at least 2 Contracts for works of nature and complexity equivalent to the Works with the value of at least USD 1.6 Million per contract within the last 5 years (1 January 2021 to 31 December 2025).
      • Liquid Assets: The minimum amount of liquid assets (Cash in bank and/or credit lines/facilities) net of other contractual commitments of the Bidder shall be not less than USD 540,000.00.
      • List of the essential equipment that the contractor is required to make available for contract as specified in ITB 6.3(d)
      • The Bidder must demonstrate that it will have a suitably qualified Key Personnel as described in ITB 6.3(f)

A completed set of bidding document in English may be purchased by interested Bidders on the submission of a written application to the address above and upon payment of a non-refundable fee of US$ 200.00.   1. Bids must be delivered to the address below on or before June 24, 2026 at 8:30 a.m. late bids will be rejected.   2. All Bids shall be accompanied by a Bid-Securing Declaration as described in the ITB
  3. The Government and the World Bank will respectively declare a firm ineligible either indefinitely or for a stated period of time, to be awarded a contract funded by them, if they at any time determine that the firm has engaged in fraud and corruption as described in ITB 3.
  4. Site Visit: The Employer/Project will arrange a site visit to enable Bidders to examine the Site and obtain information necessary for preparing their Bids. Details of the visit will be communicated in advance (date, time, and meeting point).
