Description

The UMESP 2026-2030 envisions a malaria-free Uganda that advances socioeconomic growth and national development. It adopts a stratified, evidence-based approach tailored to Uganda’s heterogeneous transmission landscape. The NSP seeks to achieve zero malaria deaths, reduce malaria incidence by ≥75% from 2024 levels (from 274 to <100 cases per 1,000 population), and attain pre-elimination status in at least 19 of the districts.

Considering the changing realities shaping today’s global health landscape, the country seeks to use Global Fund investments in a catalytic manner in complementarity with domestic budgets and other funding. This calls for high level technical support from an international consultant who understands both the global landscape and country specific context. In addition, the consultant should have a good working relationship with the Ministry of Health leadership, Programme Staff, and partnership, and possess the unique charisma and ability to draw and hold together all actors to develop a sound and agreed upon GC8 application, gap analysis, and budget.

The Ministry of Health will work with partners to maximize outcomes through prioritization, optimisation, and integration, while focusing on most at risk populations and expediting access to innovations. To this end the Uganda National Malaria Elimination Division requests support with an International Consultant for the development and compilation of the Global Fund GC8 Malaria Funding Request for the period 2027 – 2029 for submission by June 2026.
