SPECIAL NOTICE FOR SELECTION OF INDIVIDUAL CONSULTANT-COMMUNICATIONS SPECIALIST FOR WSIP-1-AF.

  1. Introduction

The Water Supply and Sanitation Investment Project, funded by IDA (International Development Association), aims to expand access to safe water supply and sanitation for rural populations in Tajikistan and strengthen the institutional capacity of water services. The project includes the construction and reconstruction of water supply networks and treatment facilities, capacity building for district administration operators of the SUE KMK, and community support.

Ensuring transparency and widespread information among all stakeholders, from local authorities and contractors to final beneficiaries, is critical to the project's success. The project's Stakeholder Engagement Plan emphasizes that "engagement and communication with project parties are essential tools for ensuring transparency, accountability, and effectiveness."   1. Objective

The communications specialist is responsible for all aspects of planning and implementing the project's communications strategy.

  1. Duration of the Contract

The initial contract duration is 12 months with possible extension depending on performance indicators.

  1. Reporting

The Communications Specialist reports to the Director of the PMU and the Project Manager. Submits a monthly report on completed work, including information on the implementation of the communications plan, results achieved (Deliverables), key performance indicators (KPIs), events carried out, and a work plan for the next reporting period.

  1. Qualification requirements and skills
  1. Education: higher education – journalism, marketing, sociology, international relations or related specialties.
  2. Experience: at least 3-5 years in communications, PR, or public relations (experience implementing communications campaigns and preparing information materials is required). Experience working on international projects (World Bank, IFIs) is a plus. Ability to work with diverse audiences, from governments to rural communities.
  3. Skills: Excellent command of Russian and Tajik; English is a plus. Practical skills in preparing and adapting visual and multimedia content using modern graphics and video editors.
  4. Skills: copywriting, presentation design, project management. Desirable: experience organizing events (press conferences, trainings), advanced MS Office user, basic knowledge of SMM tools (Meta Business, Hootsuite).
  5. Personal qualities: responsibility, initiative, teamwork, and stress tolerance. Communication skills and creativity in content creation. High ethical standards (strict adherence to privacy and inclusivity policies).
