The Republic of Uzbekistan has received financing from the World Bank for the implementation of the project “Innovative Social Protection System for Inclusion of Vulnerable Populations” (INSON) and intends to apply part of the proceeds for consulting services.
The consulting services (“Services”) include the provision of expert support to the National Agency for Social Protection under the President of the Republic of Uzbekistan in the development, standardization and piloting of a package of social services within the NASP system for the provision of hospice and home-based palliative care, as well as in supporting institutional development, interagency coordination and preparation of practical implementation mechanisms.
The Consultant will provide expert support in the following areas: conducting a structured assessment of the existing hospice and home-based palliative care system; analysis of legislation, regulatory, financial and institutional mechanisms; development of a national model and target operational configuration of hospice and home-based palliative care services; preparation of recommendations on the functions and procedures for interaction among “Inson” Centers, medical institutions, hospices, patronage nurses, local government authorities, non-governmental organizations and service providers; development of referral mechanisms, assessment criteria and criteria for provision of services to persons in need of palliative care; development of service standards, including minimum requirements, quality criteria, staffing requirements, assessment and referral criteria, service delivery procedures, monitoring indicators, patient safety requirements and ethical safeguards; development of standard operating procedures, a matrix of roles and responsibilities, checklists, methodological guidelines, monitoring, quality assessment and accountability mechanisms; development of a draft integrated package of social and medical services for persons in need of palliative care; preparation of a training program, training materials, practical exercises and case studies, as well as delivery of one-time training for at least 300 participants selected by NASP from among the staff of “Inson” Centers and partner organizations; participation in piloting in selected regions and preparation of the final package of documents incorporating the pilot results.
The estimated scope of work is 60 working days over a period of 6 months, including 12 working days allocated for training the staff of “Inson” Centers. The expected commencement date of the assignment is June 2026. All work must be completed no later than October 2026.

The National Agency for Social Protection (NASP) under the President of the Republic of Uzbekistan invites qualified individuals (“Consultants”) to express their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach a CV describing experience in similar positions, under similar conditions, etc.). Employees of firms may express interest in performing the assignment through their employer firm; in such case, only the experience and qualifications of the candidates shall be taken into account in the selection process.
Selection criteria for the Consultant:
Education and academic qualification: higher education / degree in social protection, social work or healthcare, with experience in hospice and palliative care management. An academic degree in palliative care will be an advantage.
Professional experience: at least 5 years of practical experience in palliative care service design, systems management or social care program development, including case management, service coordination and interagency cooperation.
Experience in developing and implementing documents: demonstrated experience in developing and implementing regulatory, methodological and operational documents for social or palliative care processes, including standard operating procedures, matrices of roles and responsibilities, service level agreements or service level indicators, checklists and methodological guidelines.
Methodological experience: demonstrated experience in developing and/or applying methodologies for social or palliative care.
Experience in comprehensive assessment, ethics and confidentiality: experience in organizing comprehensive assessments, including psychological, medical and social-functional assessment, as well as experience in ethics, confidentiality, obtaining consent and protection of personal data will be an advantage.
Experience in training and capacity building: experience in conducting training, training of trainers, supervision, mentoring, methodological support and strengthening the capacity of staff in integrated social service networks will be an advantage.
Experience in interagency cooperation: experience in cooperation with medical institutions, local government authorities, non-governmental organizations and service providers.
Knowledge of international approaches and standards: knowledge of international approaches and standards in hospice and palliative care, including approaches of the World Health Organization and comparable international models.
International / regional experience: experience in cooperation with government authorities in Central Asian countries will be an advantage.
Additional relevant experience: experience in developing, managing or advising on hospice/palliative care programs or systems for provision of such services, including palliative care service design and systems strengthening, will be an advantage.
The attention of interested Consultants, including firms, is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank Procurement Regulations for IPF Borrowers dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
