The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Electricity Sector Transformation and Resilient Transmission (ESTART) Project, and intends to apply part of the proceeds for consulting services.

Under Component 4 (Electricity Market Development), the Project provides technical assistance for the design and implementation of the sector’s transition toward a wholesale electricity market. In line with the Electricity Sector Reform Implementation Plan, JSC “National Electric Grid of Uzbekistan” (NEGU, the “Client”) intends to implement a comprehensive transformation program to strengthen institutional capacity, improve operational efficiency, and align the Company’s operating model with new market conditions.

The consulting services (“the Services”) comprise professional support to the Client in the preparation of the technical procurement documentation required for the competitive selection of an international consulting firm to implement the Company’s transformation program. The Individual Consultant shall, inter alia:

• review existing transformation concepts, strategic documents, organizational and financial management materials, and identify information gaps;
• conduct consultations and interviews with Company management and heads of relevant departments to define business needs and transformation priorities;
• prepare complete set of procurement package, including project description, Terms of Reference for the consulting firm, and a detailed Scope of Services covering the Transformation Office, CFO function improvement, financial planning and budgeting, management accounting, financial reporting, cost optimization, Target Operating Model, organizational structure, KPI and performance management, BI and management dashboards, change management, and project governance;
• develop qualification requirements for consulting firms, Key Expert requirements, and the technical evaluation criteria, scoring approach, weighting, and minimum technical requirements for the future Request for Proposals (RFP), in accordance with the World Bank Procurement Regulations for IPF Borrowers.

Duration of the assignment: two and a half (2.5) months from the date of contract effectiveness.

Location: Tashkent, Republic of Uzbekistan, and remotely as agreed with the Client. Physical presence in Tashkent might be required for key meetings and discussions with Company representatives.

Type of contract: Lump Sum Individual Consultant Contract, with payments made against accepted deliverables.

JSC “National Electric Grid of Uzbekistan” now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Minimum qualification requirements

Expressions of interest will be assessed against the following minimum requirements:

• a university degree in economics, finance, business administration, engineering, energy, public administration, management, or a related field. Additional qualifications in project management, corporate transformation, financial management, organizational development, or procurement of consulting services will be considered an advantage;
• a minimum of fifteen (15) years of professional experience in consulting, project management, institutional reform, or related fields;
• demonstrated experience in the preparation of Terms of Reference and technical procurement documentation for consulting assignments;
• experience working with international financial institutions, preferably including the World Bank;
• experience supporting transformation, organizational improvement, operating model development, or financial management improvement projects in the power sector, preferably related to power transmission companies;
• experience working with government institutions, state-owned enterprises, or large infrastructure companies. Experience in the energy sector, particularly electricity transmission, utilities, or power market reforms, will be considered an advantage;
• fluency in English and Russian. Knowledge of Uzbek will be considered an advantage.

Evaluation criteria

Consultants will be evaluated and ranked on the basis of the following criteria and maximum scores:

Experience with projects financed by international financial institutions, including the World Bank	CV entries identifying, for each assignment, the financing institution (World Bank, ADB, EBRD, AIIB, IsDB, or comparable) and, where applicable, the project name and the procurement framework applied.	15

The Consultant shall certify the accuracy of the information provided by signing and dating the curriculum vitae. The Client reserves the right to verify any information submitted, including by contacting the referees or clients named, and to request supporting documentation from the highest-ranked Consultant prior to the award of the contract. Where information is found to be materially inaccurate or cannot be substantiated, the Client may reduce the score awarded or reject the Expression of Interest. Misrepresentation of qualifications or experience constitutes a fraudulent practice under the World Bank's Anti-Corruption Guidelines.

The Consultant obtaining the highest total score will be invited for negotiations. Only the qualifications and experience of the Consultant will be evaluated; the experience of any employer or firm with which the Consultant is or has been associated will not be taken into account.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In this regard, the Consultant selected under this assignment shall not be eligible to participate, directly or indirectly, as an individual or as a member of any consulting firm or consortium, in the subsequent assignment for implementation of the transformation program for which the Consultant has prepared the technical procurement documentation.

A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
