The Ministry of Economy and Finance of the Republic of Uzbekistan has received financing from the World Bank toward the cost of the Clean Energy for Buildings in Uzbekistan (CEBU) Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include providing operational and coordination support to the Project Implementation Unit (PIU), including monitoring implementation progress, ensuring alignment between procurement, financial, technical and environmental and social activities, facilitating coordination among stakeholders, and supporting preparation of reports and documentation. The assignment will be carried out on a full-time basis for an initial period of twelve (12) months, with a possibility of extension subject to satisfactory performance and project needs, with an expected start date in May 2026.

The Project Implementation Unit (PIU) under the Ministry of Economy and Finance of the Republic of Uzbekistan now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment; however, only the experience and qualifications of the individual will be considered in the selection process.

The criteria for selecting the Consultant are:
• A university degree in economics, public administration, engineering, project management, or a related field;
• At least seven (7) years of relevant professional experience in project management, coordination, or implementation of development projects;
• Demonstrated experience in coordination and implementation of multi-component development projects;
• Experience with World Bank or other international financial institution (IFI)-financed projects is considered an advantage;
• Strong analytical, organizational, and communication skills, with the ability to manage multiple tasks and stakeholders;
• Excellent command of Uzbek, Russian, and English (all mandatory), due to the need for effective coordination with relevant government institutions, including the Ministry of Preschool and School Education and the Ministry of Health.

The attention of interested Consultants (including firms) is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (November 2020, revised September 2023 and September 2025), setting forth the World Bank’s policy on conflict of interest.
