- The Government of South Sudan (GoSS) has received funding from the World Bank towards the cost of implementing Access and Institutional Strengthening Project (ASSIST) and is being implemented by the Ministry of Energy and Dams (MoED) and South Sudan Electricity Corporation (SSEC). The Project seeks to increase access to electricity services and strengthen the institutional capacity of the electricity sector in Juba, Yei, and Upper Nile Region and Bahra-Gazal, in South Sudan.
- MoED intends to apply part of the proceeds for consulting services (“the Services”) which include procurement of an individual Consultant to Prepare Resettlement Action Plan for South Sudan Energy Sector Access and Institutional Strengthening Project (Individual Consultant) assignment for a period of is 12 weeks. The objective of the assignment is to prepare a comprehensive Resettlement Plan (RAP) for persons and assets that may be affected by the Project, in accordance with the Resettlement Policy Framework (RPF) of the project, national regulations, and World Bank’s Environmental and Social Framework (ESF) on land acquisition, restriction on land use and involuntary resettlement (ESS5), covering both physical and economic displacement, and livelihood restoration

4. MoED now invites eligible individual consultants to apply for the consulting assignment. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as required in TOR. The submissions should include a cover letter summarizing the relevant experience and indicating its relevance to the assignment at hand.
5. The expressions of interest should be accompanied with a CV, phone contact, postal and email addresses, copies of relevant academic documents/ qualifications and copies of the appointment letter (s)/ Contract (s) of the current or most recent employment.
6. The individual consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria:
- At least a Master’s degree in either the field of Social Science, Law, or Development Studies.
- Must have at least 5 years of experience in preparing/updating Resettlement Plans (RP).
- Previous experience preparing RP for World Bank Bank-financed projects in South Sudan is an asset. Experience preparing RP for Energy projects, especially Transmission & Distribution (T&D) projects, in South Sudan or the region is desirable
7. The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020, September 2023 and February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
