Information gathering as part of market research for the procurement of ground-based counter-space systems against communication satellites

This is not a procurement procedure! It is a non-binding request for proposals, which serves solely for market exploration in accordance with Section 28 of the Public Procurement Ordinance (VgV). The German Space Agency at the German Aerospace Center e.V. is exploring within the scope of this market exploration which land-based/ground-based systems are already available on the market for acting (jamming and spoofing) against satellite communication. Jamming (Deny, Degrade) includes: interruption, suppression, and degradation of the performance of satellite communication. Spoofing (Manipulate) includes the falsification of satellite communication. In detail, the systems are to a) jam (Effect: Degrade) and/or b) deny (Effect: Deny) and/or c) spoof (Effect: Manipulate) communication within their core functionality. Prerequisites for fulfilling these core functionalities (e.g., provision of satellite orbital data) are to be listed and described as external interfaces. Initial operational capability for the deployment of corresponding systems is planned for the year 2029. This can involve both complete systems and subsystems. Both stationary and mobile/deployable systems are considered. In this context, we request information on the supported orbit regimes (LEO, MEO, GEO), the frequency bands in which operation is generally possible, the general functionality of the systems, the required data for initial briefing, and, for example, any restrictions regarding weather conditions or mobility in terrain off paved roads for the deployment of the systems. Climate zones A2, A3, B1, B3, C0, C1, and C2 according to STANAG 4866 are to be covered. For mobile/deployable systems, information on usability under national and alliance defense (LV-BV) conditions (combat conditions) is to be provided. The use of own effectors in the electromagnetic spectrum (EMS) always and immediately results in the jammed frequency ranges no longer being available for own operational command. In the vicinity of effect systems, due to the effect power in the EMS, it is to be assumed that effect and interference effects will also occur in other frequency ranges. Information/forecasts on corresponding impacts are to be provided in this context. In addition to the delivery of the systems, there is also a need for initial training of the operating personnel and, if necessary, maintenance measures. Information on modularity, scalability, as well as requirements for operation, training, maintenance, and support is also of interest. Furthermore, we request information on the availability of the systems, any existing export restrictions (including ITAR), and any available price indication, as well as a brief description of your company. In addition, information is to be provided on how much personnel with what qualifications/roles are required for the operation of the system under operational conditions for mobile/deployable systems or for stationary systems.
