Das Land Nordrhein-Westfalen, vertreten durch den Landesbetrieb Wald und Holz Nordrhein-Westfalen, dieser vertreten durch das Regionalforstamt Arnsberger Wald, ist Eigentümer der Ende der achtziger Jahre stillgelegten Altablagerung Lattenberg. Die Altablagerung, in die im Wesentlichen Abfälle aus der Papierherstellung eingelagert worden sind, liegt innerhalb eines Waldgebietes in starker Hanglage, teilweise mit Wasserzuzug aus dem angrenzenden Waldgebiet. Die Standsicherheit der Altablagerung ist nicht gesichert. Das Land NRW hat entschieden, den vollständigen Rückbau der Altablagerung durchzuführen. Die hierzu erforderlichen Ingenieurleistungen zur Ausführungsplanung, Vorbereitung und Mitwirkung bei der Vergabe der Rückbau- und Entsorgungsleistungen gemäß dem bereits vorliegenden und vom Hochsauerlandkreis für verbindlich erklärten Sanierungsplan gemäß BBodSchG sowie die anschließende Überwachung der Durchführung des Rückbaus sind Inhalt der Beauftragung für den in diesem Verfahren zu ermittelnden Auftragnehmer. Die hierfür erforderlichen Ingenieurleistungen werden in einem Verhandlungsverfahren mit Teilnahmewettbewerb gemäß § 17 (1) VgV ausgeschrieben. Die aktuell umzusetzenden Auflagen sind der Anlage "Sanierungsplan" und der "Erklärung des Einvernehmens " mitsamt den darin benannten Bedingungen vollumfänglich umzusetzen.
