Hiring of training location for foam and powder - Defense Fire Brigade

The contract The Contracting Authority is looking for one (1) suitable training location, including specialized instructors, to support the fire brigades of the Air Force, Navy, and Army Commands in improving their operational skills and theoretical knowledge in aircraft firefighting. The core of this tender is the hiring of both a training ground that meets specific requirements and experienced instructors who play an active role in the training process. Background Currently, exercises are conducted at the Firefighting Training Center (BOTC) in Woensdrecht (NL). This location is owned and managed by the Ministry of Defence and offers training facilities where only propane and water are used as extinguishing agents. However, this does not align with realistic scenarios where extinguishing foam and powder are essential. Therefore, in addition to the current location in Woensdrecht, the Contracting Authority is seeking an additional training location where fires with diesel and/or kerosene can be simulated. The site must be suitable for fighting both pressurized fuel fires and liquid surface fires, and utilize the agents Angus Jet-Foam F3 and ABC extinguishing powder. These agents (Angus Jet-Foam F3 and ABC extinguishing powder) are included by the Contracting Authority to the training ground and are therefore not the responsibility of the Contractor. Training location including instructors In addition to a technically suitable training ground, the Contracting Authority explicitly requests the deployment of experienced, specialized instructors who will be made available by the contractor as an integral part of the training location to be provided. These instructors complement the existing instructors of the Ministry of Defence working at the BOTC. The BOTC instructors currently have limited knowledge and experience with the use of extinguishing foam and powder. The external instructors support them with their specialized expertise and contribute to the professionalization of both the BOTC trainers and the trainees. The instructors to be provided by the contractor must have extensive practical experience in applying extinguishing foam and powder, and actively transfer their technical knowledge. Their tasks include, among others: Providing practical training and demonstrations; Supporting BOTC trainers in conducting complex scenario exercises; Providing theoretical training to fire brigade personnel; Contributing to the development of new skills and techniques. The emphasis is on combining practical support with theoretical knowledge transfer, so that fire brigades are better prepared for complex and risky situations. Specific requirements for the training location An important aspect of this tender is that the Contractor has sufficient capacity available at the training location to process the quantities of Angus Jet-Foam F3 and ABC extinguishing powder desired by the Ministry of Defence. These agents play a crucial role in realistic aircraft firefighting training. However, during the term of the agreement, the type of foam agent or extinguishing powder may change. It is therefore essential that the contractor is flexible and prepared to work with other agents that the Ministry of Defence may deploy in the future. Please note, the training ground does not need to be exclusively available to the Ministry of Defence as long as the Ministry of Defence does not experience hindrance from other parties.
