Deze inhuuropdracht is ook geschikt voor ZZP-ers. De organisatie staat voor een reeks strategische IT-vernieuwingen en (Europese) aanbestedingstrajecten. De projecten raken meerdere domeinen (bedrijfsvoering ?n primaire processen) en vragen om stevige regie op: governance, besluitvorming, afhankelijkheden, leveranciersmanagement, informatiebeveiliging en veranderimpact. We zoeken een senior projectleider die aantoonbaar strategische IT-projecten in een gemeentelijke context heeft afgerond ?n ruime ervaring heeft met aanbestedingstrajecten (van strategie tot gunning en implementatiestart). Doel van de opdracht: Het succesvol initi?ren, aanbesteden en realiseren (of realisatie-klaar maken) van ??n of meerdere strategische IT-trajecten, inclusief bestuurlijke afstemming en overdracht naar beheer/organisatie. Verwachte (komende) trajecten / projecten: De senior projectleider ingezet op meerdere van onderstaande Europese aanbestedingstrajecten: 1. GIS / Geo-informatie - Vernieuwing of heraanbesteding van GIS-/geo-keten (viewer(s), beheertools, integraties, data-architectuur). - Koppelingen met basisregistraties en dataplatform(en). 2. Centric-applicaties (hercontractering/doorontwikkeling/alternatieven) - Contractstrategie (verlengen, heraanbesteden, migreren). - Selectie en implementatie-aanpak met minimale verstoring van dienstverlening. 3. Uitfaseren VMware-omgeving - Strategie en roadmap richting alternatief (bijv. cloud/hyperconverged/ander virtualisatieplatform). - Aanbesteding van platformdiensten en migratiepartners. - Regie op migratie, continu?teit en security. Taken en verantwoordelijkheden: ? Projectregie (end-to-end): opzetten, plannen en aansturen van strategische IT-projecten van initiatie t/m overdracht naar beheer, inclusief scope-, tijd-, budget- en kwaliteitsbewaking. ? Co?rdinatie met BIZOB (inkoopregie): is primair aanspreekpunt richting BIZOB en organiseert alle benodigde inhoudelijke input vanuit de organisatie (business, architectuur, security/privacy, beheer), bewaakt voortgang en kwaliteit van het traject en zorgt voor bestuurlijk/ambtelijke besluitvorming richting gunning. ? Governance & besluitvorming: inrichten en faciliteren van projectgovernance (stuurgroep/werkgroepen), voorbereiden van besluitstukken, voortgangsrapportages en escalaties; zorgen voor heldere keuzes en mandaat. ? Stakeholdermanagement: actief managen van belangen en verwachtingen van directie/MT, proceseigenaren, key-users, functioneel beheer, Informatiebeheer, architectuur, CISO, privacy, financi?n, inkoop en leveranciers. ? Architectuur & samenhang: borgen van aansluiting op gemeentelijke kaders (architectuurprincipes, integraties, informatiebeheer/archivering, security & privacy-by-design) en bewaken van afhankelijkheden met andere programma?s/trajecten. ? Leveranciersmanagement: aansturen van leveranciers en implementatiepartners, sturen op contractafspraken/KPI?s, bewaken van deliverables, oplossen van issues en uitvoeren van escalaties waar nodig. ? Verander- en adoptieaanpak: opzetten van communicatie- en adoptieplan, zorgen voor draagvlak en implementatie in processen en beheerorganisatie (incl. training/werkinstructies waar relevant). ? Overdracht naar beheer: zorgen voor complete oplevering (documentatie, beheerafspraken, SLA/KPI?s) en een gecontroleerde overdracht naar functioneel/technisch beheer. De opdracht wordt in eerste instantie uitgezet voor 6 maanden maar de verwachting is dat het om een langere periode zal gaan.
