Original language: noAnleggsaktivitet har vært omfattet av ETS siden 2005 (2008 i Norge) og maritim transport siden 2024. Skip som driver anleggsaktivitet på petroleumsfelt har enten selv oppfylt kapasitetsgrensen og blitt ansett som et anlegg, eller så har skipet blitt vurdert som del av et større anlegg i tråd med anleggsdefinisjonen. Noen skip utgjør derfor anleggets eneste enhet, andre er én av flere enheter i et anlegg. Ansvarlig operatør (anleggsoperatør) for skipets anleggsaktivitet har vært feltoperatøren.
En del av skipene Miljødirektoratet har ansett som anlegg, vil omfattes av definisjonen av maritim transportaktivitet, særlig når offshoreskipblir inkludert i ETS fra 2027.
Miljødirektoratet har kartlagt noen mulige utfordringer i regelverket knyttet til skip som kan kategoriseres både som maritim transport og anlegg. I oppdraget ønsker vi en redegjørelse og vurdering av disse problemstillingene.
Vi ber samtidig om at det også gjøres en vurdering av om det er ytterligere problemstillinger Miljødirektoratet bør være kjent med for den videre forvaltningen av ETS for skip som opererer på offshorefelt. Dersom det er tilfelle, ber vi om en redegjørelse for disse.
I besvarelsen ønsker vi at oppdragstaker synliggjør hva de legger til grunn som stasjonær aktivitet for et skip.
Fristen for besvarelsen er 14. september 2026, men ønskelig med besvarelse så raskt som mulig.
Den øvre økonomiske rammen på oppdraget er 500 000 kr, og opsjoner utgjør 15 % av denne verdien, dvs. 75 000 kr. Det totale beløpet på oppdraget er 575 000 kr, som er inkl. opsjoner.
