Integration Expert Services

Integration Expert Services University of Oulu and Oulu University of Applied Sciences Ltd (hereinafter the Contracting Entity or the Customer) are procuring integration experts for the implementation of an integration service. The experts will work in the contracting entity's integration service team and carry out investigation, implementation, and customer service work related to integrations.

TALENT POOL
It is important for the Customer that the experts carrying out the work are familiar with the Customer's operating environment and practices. Assignments will be primarily directed to the talent pool according to each expertise and resource situation. The supplier can propose experts for the talent pool throughout the entire contract period. A more detailed description is in Appendix 2. QUALITY IN THE COMPETITION
Price will be used as the sole award criterion for overall economic advantage in the procurement, as quality has been taken into account in the extensive and comprehensive minimum requirements.

CONTRACT PERIOD
This Agreement is valid for a fixed term of 24 months (basic contract period), after which it continues to be valid until further notice, unless the Agreement has been terminated separately before that. However, the Agreement will expire no later than six (6) years after the Agreement enters into force.

In-depth knowledge of the Customer's operating environment, practices, and internal customers is a prerequisite for carrying out assignments. Those carrying out assignments do not carry out assignments independently, separate from the Customer's other activities. The Customer's operating environment covers the activities of two higher education institutions and is constantly changing. A change of those carrying out assignments in less than six (6) years will weaken the realization of the in-depth understanding required for assignments and the smoothness of cooperation with other experts.

The contracting entities reserve the right to extend the contract period until the procurement decision for the next public tender for this procurement has become legally valid. Extension of the contract period will be negotiated separately.

VALUE OF THE PROCUREMENT

Maximum amount of the procurement: €6,000,000 (excl. VAT).

The Customer's resource needs vary within the year and between years. New and modified integration needs for the Customer will primarily come as internal orders within the organization. Due to the aforementioned reasons, it is not possible to predict the volume and timing of orders. The scope of orders varies in terms of workload, and orders can be very urgent. The share of an individual supplier in the total will depend on its ability to assign experts meeting the minimum requirements to the positions offered with sufficient resources.

FRAMEWORK AGREEMENT
A maximum of five (5) framework agreement suppliers will be selected for the framework agreement.

The framework agreement may, if necessary, procure fixed-price services as contract work, such as consulting, integration development, and maintenance. These will be agreed upon in writing separately.

The procurement contract does not include minimum purchase obligations and does not grant the Supplier exclusive rights to provide the Service to the Customer. For justified reasons, the Customer reserves the right to tender procurements separately outside the framework agreement.

UNIVERSITY OF OULU INTEGRATION SERVICES
The operating model for the University of Oulu's integration services is described in Appendix 2. Description of the Subject Matter of the Procurement.

Selected tenderers are required to have the capability to provide services for integration production in accordance with the University of Oulu's integration operating model and implementation manual, with the technological choices made by the University of Oulu.
