The Ministry of Marine Affairs and Fisheries has received financing from the World Bank toward the cost of the Oceans for Prosperity - LAUTRA, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the delivery of end-to-end technical services across the sequence of subproject validation, feasibility confirmation, preparation of Design Basis Reports, preparation of procurement-ready Detailed Engineering Design packages, support during tendering, and supervision during construction and handover. The overall assignment shall be implemented through a phased and rolling portfolio approach rather than a rigid linear sequence across all subprojects, recognizing the realities of remote locations, weather constraints, survey requirements, and procurement timelines. The assignment shall be delivered through Framework Agreement with Call-off Contracts, under which the Consultant selected in the primary procurement, based on the technical merit and capacity to deliver expected Services, where assignment period is expected to be approximately eighteen months, with extension possible subject to project needs, financing, and performance.

are attached to this request for expressions of interest.
The Directorate General of Oceans Management now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualifications and shortlisting criteria are:
- At least has experience in Feasibility Studies, Design Basis definition, Detailed Engineering Design, and Construction Supervision for infrastructure assignments of comparable complexity in the last 3 years, preferably under World Bank or other international financial institution financing. Experience in coastal, marine, island, or environmentally sensitive contexts shall be a strong advantage.
- Demonstrate experience and capacity in safeguards integration, stakeholder engagement, multidisciplinary team management, procurement support, and delivery across dispersed geographies.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.15, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. For the shortlist purpose, qualifications of sub-consultants will not be considered in the EOI evaluation stage. The Consulting Firm that will provide services for this assignment will be selected using the Quality Based Selection (QBS) method, in accordance with the Framework Agreement arrangements described in the Procurement Regulations and to be specifically set out in the Request for Proposals.
