2. Summary, purpose and background of the project
Background
The India Meteorological Department (IMD) has identified the recent consecutive years as some of the
warmest on record across India, noting that heat-related illnesses and fatalities have increased nationwide
over the past two decades. The latest Lancet Countdown on Health and Climate Change report shows the
physical toll on Indian citizens due to extreme heat - in 2024, the average person in India was exposed to
nearly 20 heatwave days, and it is noted that 6.6 of those days would simply not have occurred without
anthropogenic factors. Compared to the 1990-1999 average, individuals in India experienced an average of
366 additional hours per year where ambient heat posed a "moderate or higher risk of heat stress" during
ordinary outdoor physical activity. Thus extreme heat events stand out as some of the deadliest
climate-related hazards, disproportionately impacting the health of vulnerable populations. To ensure heat
action plans in the country also focus on health when addressing heat, the National Centre for Disease
Control (NCDC) launched the National Action Plan on Heat-Related Illness. NCDC also released a manual
Emergency Cooling for Severe Heat Related Illnesses.
In response to these escalating risks, the Maharashtra State Disaster Management Authority had launched
a state-specific Heat Wave Action Plan in 2024 to drive localized climate adaptation. In early 2026, the
state also launched the ‘Centre of Excellence for Heat Resilience and Sustainable Cooling’ (CoE-HRSC) at
IIM Nagpur to combat extreme heat and promote sustainable cooling. Mumbai, India’s financial capital and
one of the most densely populated megacities, is now experiencing an aggressive, steady climb in
temperatures and prolonged humidity. The Mumbai Climate Action Plan has also identified Urban Heat as
one of the prominent climate risks for the city. In 2023 and 2024, the city experienced high temperatures
above 39°C during April and May, which was 5 to 6°C above the normal maximum daytime temperature
according to India Meteorological Department (IMD). A study by C40 shows that between 1994 and 2024,
Mumbai’s average temperature increased by 0.30°C per decade, with 13 heatwaves and 2 extreme
heatwaves recorded over the last 30 years. In 2026, heat hit early in March with Mumbai receiving yellow
to orange alerts from IMD for continued high temperatures of 38 to 40°C in some areas. Such high
temperatures coupled with humidity causes significant health risks , especially for the ones with prolonged
outdoor exposure.
In May 2024, Mumbai officially recorded 3 heatstroke cases. Mumbai has established a strong foundation in
heat resilience in the built environment and greening measures, and is actively taking initiatives in these
areas. The Marol Urban Forest and the Cool Roof tender are some examples of the implementation works
that Brihanmumbai Municipal Corporation (BMC) has undertaken and plans to undertake under these
sectors. Under the health sector, BMC conducts training sessions for healthcare officers and reporting of
heat cases is being done through the national portals. Although some foundational measures for
heat-health actions have been established in the health centers based on national and state guidelines,
there still remains a critical need for active heat-health adaptation and institutionalisation of heat-related
response in BMC’s healthcare. This would help in readying healthcare facilities, improving the identification
