Expressions of Interest

 

The Government of the Republic of North Macedonia (GOM) and the International Bank for Reconstruction and Development (IBRD) have signed a Loan Agreement for the implementation of the Second Social Services Improvement Project (SSIP II).

The development objective of the SSIP II Project is to expand access to and improve the quality of Early Childhood Education and Care (ECEC) services through investments in the social protection delivery system and quality improvement of services for children aged 3–6 years.

 

The objective of this assignment is to design, deliver and support the implementation of a modular training program for app.1400 preschool teachers that promotes an evidence-based approach to early literacy and early numeracy, translates learning objectives into practical classroom activities, strengthens preschool teachers’ professional capacities, integrates play-based learning approaches, and supports practical implementation in preschool groups.

The qualification requirements of the Consultant firm are summarized as follows. The Consultant shall be a firm or a group of firms with following qualifications:

 

  • A minimum of 10 years’ experience in Early Childhood Education and Care (ECEC), particularly for children aged 3-6.
  • Experience in designing and implementing early learning programs, including approaches to children’s language and literacy competencies, phonological awareness and early literacy through play-based and inclusive methodologies.
  • Experience in designing and implementing early intervention and learning programs, including approaches to appropriate interventions aimed at strengthening early mathematical thinking through play-based and inclusive methodologies, number sense and mathematical reasoning.
  • Experience in designing and delivering training for preschool teachers, including the development of trainers guides and participant materials.
  • Experience in managing projects of comparable scope and complexity.
  • Experience working in the Western Balkans or in comparable lower-middle-income country contexts, which shall be considered an asset.

 

The Ministry of Social Policy, Demographics and Youth (MSPDY) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (company portfolio, description of similar assignments, experience in similar conditions, etc.).

The credibility of mentioned experience and expertise shall be presented in a list of project references with description of services provided (including information on contract value, contracting entity/client, project location/country, duration, percentage carried out by consultant in case of association of firms and main activities) and accompanied by certificates of orderly fulfillment of the contracts verified by other party from such contracts.

 

 

The CVs of the experts shall not be part of the evaluation in this stage of the procurement process.

 

Consultants may associate to enhance their qualifications. The “association” may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. The qualifications of the sub-consultant shall not be taken into consideration. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant.

 

The selection method is Quality and Cost Based Selection and the contract shall be Lump Sum in accordance with the World Bank Procurement Regulations for Investment Project Financing IPF Borrowers – Procurement in IPF of Goods, Works, NonConsulting and Consulting Services, (Regulations), Fifth Edition of September 2023, www.worldbank.org.
