BACKGROUND AND PURPOSE OF THE ASSIGNMENT
Background information
Among other activities, WFP Chad Supply Chain is running a fleet of 22 trucks and 3 workshops located in Ndjamena, Abeche and Farchana. In addition to that, as part of projected UN 80 reforms implementation in Chad, the UN country team has approved the establishment of a ONE – UN Garage to be based in Abeche with the objective to serve the humanitarian community in maintaining their light vehicle, trucks and generators.
The purpose of the assignment
Humanitarian actor’s trucks, Light vehicle and generator maintenance and the workshop management in the eastern Chad remain a complex activity involving lots of dynamics which requires the dedicated attention of a skilled and experienced manager. Furthermore, as a UNCT commitment WFP will have to play the lead role in managing the inter-agency workshop in Abeche in an efficient and cost recovery manner. Therefore, it has become necessary for WFP to recruit a workshop & fleet manager.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the supervision of the Head of Supply Chain in Ndjamena and directly reporting to the Head of Logistics Hub in Abeche, the incumbent will be responsible for the following main tasks, detailed in his workplan:
1. Assess the current inventory of spart part, equipment and staffing skills to run the inter-agency workshop in Abeche.
2. Finalize a detailed assessment of current maintenance and repair needs from humanitarian actors, including a comprehensive list of vehicles and generators (brand, model, year of manufacture, quantities, and estimated annual mileage).
3. Define the initial stock of spare parts required to launch and ensure maintenance operations, particularly high-turnover items (filters, lubricants, etc.).
4. Maintain discussions with Global Fleet colleagues regarding the financing and procurement of these required parts through the Dubai hub, as well as the local acquisition of parts requiring quality control.
5. Establish a billing process and corresponding rate covering the garage’s fixed costs, including staff remuneration.
6. Establish the support systems required for the garage’s operations.
7. Manage and monitor the performance, repair, and maintenance of trucks, light vehicles, and generators to achieve maximum utilization and reliability.
8. Directly manage WFP staff, workshop managers, drivers, and mechanics, ensuring punctuality, efficiency, and adherence to job descriptions.
9. Ensure efficient spare parts store management for trucks, light vehicles, and generators, maintaining accurate records and minimizing dead stock.
10. Prepare and submit requisitions for spare parts, tires, and materials, ensuring timely approval and procurement.
11. Manage POL (Petroleum, Oil & Lubricants) supply, ensuring quality and quantity standards are met. Implement and maintain the Fleet
12. Management System (FleetWave) and GPS tracking for vehicles.
13. Ensure all repairs and maintenance meet required standards, minimizing downtime and maintaining quality workshop management.
14. Monitor operational trends and adjust resources to match requirements. Implement best practices and maintain Key Performance Indicators (KPIs) for fleet and workshop operations.
15. Ensure compliance with administrative requirements, including contract and insurance renewals.
16. Maintain minimum health and safety standards and consider environmental needs.
17. Collect and communicate data for standardization and development of fleet management.
18. Build capacity of national staff through training and knowledge sharing.
19. Archive all workshop activities and spare parts transactions transparently in FMS and hard copy.
20. Oversee all workshops in Chad, including central workshop in Ndjamena and satellite workshops in Farchana, ensuring efficient operations and timely technical support to sub-offices.
21. Perform any other duties as requested by the supervisor
DELIVERABLES AT THE END OF THE CONTRACT
Improve Fuel Management plants and its related equipment.
Improve fleet maintenance costs
The trucks availability rate is expected to be ≥ 85%
≥ 99% of the spare parts store management will show no difference between the physical and the FMS data (theoretical value)
100% workshop related activities & spare parts store transactions are recorded & archived in a transparent manner on FMS and hard copy
≥ 85 % of the technical support & spare parts provision of satellite workshops in the sub offices are addressed timely and efficiently
The performance of the mechanics is improved to achieve higher truck availability rate
QUALIFICATIONS & EXPERIENCE REQUIRED
Education:
BSC degree in mechanical engineering or technical college diploma in automotive mechanics or general mechanics
Experience:
Minimum 5 years heavy duty & light vehicle workshop management preferably in the UN or NGO system
Knowledge & Skills:
Strong knowledge of fleet management, workshop management, asset management, procurement and human resource utilisation
Languages:
English, French
