Agency: UNDP | Reference: UNDP-DJI-00245 | Type: Call for individual consultants UNDP Djibouti is seeking an International Consultant to support the Ministry of Environment and Sustainable Development (MEDD), acting as Djibouti’s Nationally Designated Authority to the Green Climate Fund, in the formulation of a complete GCF Readiness Project proposal.The consultant will lead the technical preparation of the Readiness Project document in accordance with the applicable GCF templates, policies and quality requirements. The assignment will include a review of relevant national climate strategies and ongoing initiatives; identification of institutional, technical and climate-finance capacity gaps; development of the project rationale, theory of change, components, activities, results framework, implementation arrangements, budget and work plan; and integration of gender equality, environmental and social safeguards, risk management and national ownership considerations.The consultant will also facilitate consultations with relevant government institutions, development partners, the private sector and civil society, including a multi-stakeholder validation workshop in Djibouti. Comments from MEDD, UNDP and participating stakeholders will be incorporated into the final submission package.Following the initial submission, the consultant will support the preparation of responses to comments or requests for clarification from the GCF Secretariat, including the development of a comment-by-comment response matrix and revision of the proposal and its annexes, within the contractual period and the maximum level of effort of 50 working days.The assignment will be carried out primarily remotely and will include a seven-working-day field mission to Djibouti. The consultant will work under the direct supervision of the UNDP Environment and Climate Programme Officer, in close coordination with MEDD and relevant UNDP technical advisers.Proposal should be submitted directly in the portal no later than indicated deadline.Any request for clarification must be sent in writing via messaging functionality in the portal.
