Country: DjiboutiThe assignment aims to recruit an international consultant to support the implementation of the environmental and social safeguard requirements of the GEF Water project,âSustainable Management of Water Resources and Pastures to Strengthen the Climate Resilience of Rural Communities in Djibouti.âThe consultant will act as a technical lead and quality assurance expert for the preparation, review and validation of the projectâs Environmental and Social Impact Assessment (ESIA), Strategic Environmental and Social Assessment (SESA), Environmental and Social Management Plans (ESMP), and other related safeguard instruments.The consultantâs role will mainly consist of supervising the work of national firms, ensuring that the assessments are methodologically sound, technically consistent, and fully aligned with UNDP Social and Environmental Standards, GEF requirements, and Djiboutiâs national environmental and social legislation.
The consultant will also ensure that stakeholder consultations are properly integrated, that social and environmental risks are clearly identified and addressed, and that mitigation measures are practical and suitable for the project context.In addition, the assignment includes a strong capacity-building component.
The consultant will design and deliver training sessions for the Ministry of Environment and Sustainable Development project teams and relevant stakeholders on UNDP safeguards, GEF standards, risk management, ESMPs, Stakeholder Engagement Plans, Grievance Redress Mechanisms, and vertical climate/environment funds.
The consultant will also prepare practical tools in French, such as templates, checklists and guidance notes adapted to the Djiboutian context.Proposal should be submitted directly in the portal no later than indicated deadline.Any request for clarification must be sent in writing via messaging functionality in the portal.
