Technical Leadership on ENSO Analysis and Response• Serve as the DMTs principal technical advisor on El Niño and drought-related humanitarian impacts.• Lead development of DMT-wide ENSO risk analyses, response scenarios and planning assumptions.• Coordinate technical inputs from FAO, WFP, UNICEF, WHO, UNDP, IOM, other UN agencies, NGOs and Government technical agencies.• Advise DMT and Government counterparts on international good practice regarding drought preparedness, anticipatory action, response, and recovery.• Lead joint analysis of food security, water security, livelihoods, health, nutrition and protection impacts.• Support development of evidence-based response priorities and strategic recommendations.B. Leadership of the DMT El Niño Preparedness and Response Taskforce• Act as technical lead and coordinator for the DMT El Niño Preparedness and Response Taskforce (ENPRTF).• Support implementation of the ENPRTF Terms of Reference and workplan.• Coordinate partner actions against agreed preparedness, anticipatory action, response and recovery priorities.• Facilitate monthly, bi-weekly or weekly ENPRTF meetings as required.• Prepare agendas, briefing notes, minutes and action trackers.• Monitor follow-up and implementation of agreed actions.• Provide regular updates and recommendations to DMT Co-Chairs.• Provide regular updates and recommendations to DMT Co-Chairs.C. Government Engagement and Coordination• Support the National ENSO Taskforce, NDC and NEOC in coordinating international support.• Act as primary liaison between DMT partners and Government coordination structures.• Ensure partner activities align with Government priorities and response plans.• Support national and provincial coordination systems.• Facilitate operational problem solving among Government and humanitarian partners.• Support coordinated assessments and field missions.D. Resource Mobilisation and Donor Coordination• Lead preparation of DMT donor briefings.• Coordinate common advocacy products and situation reporting, ensuring harmonization and clear joint messaging as the situation develops.• Support CERF, Country Envelope Fund and donor proposal development.• Maintain consolidated information on partner funding requirements, operational gaps and response coverage.• Coordinate donor engagement around agreed DMT priorities.E.
