The Republic of Uzbekistan (hereinafter referred to as the “Borrower”) has applied for financing from the International Development Association (IDA) (hereinafter referred to as the “Bank”) in the form of a “credit” (hereinafter referred to as the “credit”) to cover the costs of the Uzbekistan Digital Inclusion Project. “Administration of Technology Park of Software and I” LLC as the Implementing Agency, intends to use part of the funds to pay for consulting services for conducting publication of promotional articles and releases about IT Park Uzbekistan in leading media outlets.
The objective of this assignment is to promote IT Park Uzbekistan internationally through targeted publications in leading media outlets across five regions: the United States of America (USA), Middle East and North Africa (MENA), Europe (German-language media), Russia, and Georgia.
The consulting services (“the Services”) include, but are not limited to:
- Developing and implementing an international PR and media outreach campaign for IT Park Uzbekistan;
- Preparing and localizing promotional articles, press releases, and other media content;
- Securing publications in leading international media outlets across the five regions: the United States of America (USA), Middle East and North Africa (MENA), Europe (German-language media), Russia, and Georgia;
- Coordinating media placements and publication schedules with the Client and media outlets;
- Monitoring publications and providing reports, publication evidence, and media analytics;
The consulting services are expected to last approximately 24 months.

“Administration of Technology Park of Software and I” LLC now invites eligible national consulting firms (“Consultants”) to express their interest in providing the Services. Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's Procurement Guidelines for IPF Borrowers, Fifth Edition, September 2023 (the "Procurement Guidelines"), which sets forth the World Bank's conflict of interest policy.
The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Procurement Regulations and based on the following criteria:
1) General Experience
a) Legal status: Firm must be a legally registered entity eligible to operate in Uzbekistan. (Evidence: registration certificate).
b) Operational experience: Minimum 3 years of proven experience in Public Relations, Strategic Communications, Media Relations, or Marketing Consultancy. (Evidence: company registration certificate, portfolio, contracts, references).
2) Specific Experience
a) Successful completion of at least two (2) assignments of similar nature and scale during the last three (3) years (attach copies of supporting documents, such as constituent documents and contracts). Similar assignments shall include one or more of the following:
- International PR or media outreach campaigns with Publication of at least 10 media articles, press releases, or sponsored publications under a single contract;
- International PR or media outreach campaigns with Media placement across at least three countries or regions;
- Work performed for government entities, international organizations, technology companies, investment promotion agencies, or similar clients.
Evidence must be provided through copies of signed contracts, completion certificates, client references, or other documentary evidence demonstrating successful completion of the assignments.
3) Financial Capacity
a) Minimum average annual turnover of USD 200,000 (or equivalent in local currency) during the last three (2023-2025) fiscal years supported by audited financial statements.
The qualifications and experience of Key Experts shall not be included.
