The Government of Georgia has received financing from the World Bank toward the cost of the Kakheti Connectivity Improvement Project and intends to apply part of the proceeds for consulting services.
The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) now invites eligible Individual Consultants (“Consultants”) to express their interest in providing the following services: International Road/Highway Engineer. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The CVs of the candidates should cover the requested information.
International Road/Highway Engineer will assist the Roads Department in ensuring full compliance with Georgian laws, relevant technical regulations, engineering standards, World Bank requirements, and internationally recognized practices. This role involves close daily collaboration with RD and encompasses tasks such as preparing road designs, supervising construction activities, coordinating site visits, and other related duties.

The Qualification Requirements for selection of the Consultant are as follows:
- Master`s Degree (or equivalent) in Civil Engineering, Transportation Engineering, or a related field with 8 years of experience in road projects on a similar position;
- Minimum of 5 years of International experience in road design/construction/reconstruction/rehabilitation and/or construction supervision assignments on a similar position;
- Proven experience in preparing detailed design and/or Design Review assignments for highways and related infrastructure;
- Solid knowledge of geometric design standards, pavement design, hydrological and drainage solutions, and structural requirements for artificial structures (bridges, culverts, retaining walls, etc.);
- Experience in coordinating multidisciplinary teams (geologists, hydrologists, environmental specialists, cost estimators, etc.) and ensuring integration of their outputs into road projects;
- Experience of working in institutional and physical environments similar to those prevailing;
- Ability to utilize and share knowledge and best international practices to benefit works contractors and supervisions consultants;
- Ability to work both independently and within teams;
- Possess superior verbal and writing communication skills in English language.
The period of the consultancy services shall be 24 months (with possibility of downstream extension, subject to satisfactory performance) and the remuneration will be time-based.
Note: The Road Department reserves it’s right to verify submitted references and use obtained information for evaluation purposes.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, Seventh, Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any payment in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the Client under the contract.
A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants set out in the Procurement Regulations.
