The Government of Kiribati has received financing from the World Bank towards the cost of the Kiribati Outer Islands Resilience and Adaptation Project (KOIRAP) – P176702, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the services of a full-time International Technical Advisor – Civil Engineering – Infrastructure to be based at the Ministry of Infrastructure and Sustainable Energy (MISE) in Kiribati. The objective of the assignment is to strengthen the technical, managerial, and institutional capacity of the Civil Engineering Department (CED) by providing high-level advisory and hands-on support to the Director, Civil Engineering Department, to improve infrastructure planning and delivery, asset management, project management systems, engineering standards, and quality assurance, capacity development of national engineers, and laboratory development, and to review and upgrade design and construction standards for civil infrastructure for roads, bridges, and coastal-related works.

The Consultant will work closely with MISE’s relevant department heads and coordinate with development partners and project management units supporting infrastructure programs, particularly the Kiribati Outer Islands Resilience and Adaptation Project, administered by MCIA.

The duration of the assignment is 24 months, and the Consultant is expected to be in-country and based at MISE for the entire duration. The detailed Terms of Reference (TOR) for the assignment can be requested by email from the KOIRAP Procurement Officer at troneti@mfep.gov.ki or tiroar@koirap.com.ki, with a copy to the KOIRAP Project Assistant at tearawat@koirap.com.ki.

KOIRAP now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services by submitting a cover letter or Expression of Interest (EOI), a curriculum vitae with descriptions of experience in similar assignments and under similar conditions, and supporting documents. Staff of firms may express interest through the employing firm for the assignment and, in such cases, only the experience and qualifications of the individuals shall be considered in the selection process.

The criteria for selecting the Consultant are:

Qualifications and Experience

  • Master’s degree (or higher) in Civil Engineering, Infrastructure Engineering, or related discipline.
  • Minimum 10 years of experience in civil engineering or infrastructure development.
  • At least 5 years in leadership or senior advisory roles.
  • Experience working in small island developing states or developing countries preferred.
  • Experience supporting government ministries or public infrastructure agencies.
