Invitation for Prequalification Documents for Procurement of Works REPUBLIC OF KENYA PROPOSED CONSTRUCTION OF THE ENGINEERING AND SCIENCE COMPLEX FOR THE UNIVERSITY OF NAIROBI Note: Bidders are notified of the possibility of change in the project scope by the Procuring Entity The University of Nairobi has received funds from Agence Française de Développement ("AFD") and intends to use part of the funds thereof toward the cost of THE PROPOSED CONSTRUCTION OF THE ENGINEERING AND SCIENCE COMPLEX FOR THE UNIVERSITY OF NAIROBI. The University intends to prequalify firms for the construction of a new Engineering and Science Complex for the University of Nairobi at its Chiromo Campus. The facility will be a multi-purpose academic hub with a maximum of 5 storeys and a total gross built-up area of approximately 28,302 square meters. The bidding process that will follow this prequalification will be evaluated using rated criteria: The Contract will be awarded to the bid with the best combined score of technical quality and price. Applicants are invited to take this into account when preparing their future bids, by emphasizing the technical quality, performance and sustainability of their proposals. The proposed development is to include: • Communities of Excellence Spaces: Innovation labs/workshops/incubation centers, data/AI tech spaces, thematic lab/tech spaces, lecture theatres, and seminar/classrooms. • Common University Facilities: Large-capacity spaces including lecture theatres, an Amphitheatre, an auditorium, seminar rooms, event/exhibition spaces, multi-usage spaces, breakout areas, and student association spaces. • Administrative & Support Offices: Boardrooms, management offices, and offices for internal and external stakeholders. • Service & Amenity Areas: A wellness center, multiple restaurants/cafeterias, a university mart, comprehensive washroom facilities, security/operations rooms, and storage/archives. • Circulation and Parking: Dedicated circulation space and parking for approximately 125 vehicles. Tendering is open to Contractors Registered with NCA or equivalent as main Building Contractors class 1/prime contractors with capacity to undertake project value above USD 18,000,000.00. The tender is open to both local and foreign contractors who meet the requirements of eligibility as contained in this invitation for prequalification. Firms involved in preparation of design/specifications cannot participate as bidders. The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Sub-Contractor may participate in several applications. If the Applicant is a JV, the expression of interest shall include: • a copy of the JV Agreement entered into by all members, or • a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal, In the absence of this document, the other members will be considered as Sub contractors. Experiences and qualifications of Sub contractors shall not be taken into account in the evaluation of the applications. Interested Applicants must provide information evidencing that they are qualified and experienced to perform the works. For that purpose, documented evidence of recent (the last five years) similar works up to a maximum of two (2) relevant projects shall be submitted. Determination of the similarity of the experiences will be based on: • The contract size (duration, and size of the project) • The nature of the Services, i.e. execution of all civil, structural, general construction, mechanical, electrical, plumbing, and external works. • The location (in the Africa region) The Client will also take into account for the evaluation of the applications the following items: • Experience and references for construction of green buildings in the region. • Environmental and social certifications. The University of Nairobi shall not analyze CVs of experts’ profiles at this stage.
