This invitation for prequalification follows the general procurement notice for this project that appeared online in Development Business No. WB655-02/15 dated February 10, 2015.
The Government of Lebanon has applied for a loan from the IBRD, International Bank for Reconstruction and Development, (World Bank) toward the cost of implementation of the WaterSupply Augmentation Project (WSAP). The Council for Development and Reconstruction (CDR), Project's implementing agency, intends to apply part of the proceeds to payments under the contract for the construction of Bisri Dam, and aims to prequalify contractors and/or firms for works or goods to be procured under this contract.
Prequalification will be conducted through prequalification procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, dated January 2011, revised in July 2014and is open to all bidders from eligible source countries, as defined in the guidelines.
Interested eligible applicants may obtain further information from and inspectthe prequalification document as of Monday, June 8th 2015 at the CDR (address below) during normal working hour periods (from 8:00 to 13:00), Beirut local time. Applicants requiring any clarification shall contact the Employer in writing (i.e. only by duly registered correspondences or facsimile) at the address below, or raise his enquiries during the pre-bid meeting.
A complete set of the prequalificationdocument in English may be purchased by interested applicants upon payment of a nonrefundable fee of US$ 2,000 (USD two thousands) in the form of the banker's certified check in the name of the Council for Development and Reconstruction.
The document could be picked up at CDRTenders Department, or could be sent by mail, if so requested in writing by the interested applicant, upon CDR receipt of the abovementioned fee plus an extra fee of US$ 200 (USD two hundreds), as mail freightexpenses, also in the form of the banker's certified check and in thename of the Council for Development and Reconstruction. In the lattercase, the interested applicant will have to notify the CDR in writinghis receipt of the document no later than 14 days prior to the submission deadline.
Applicants designated representatives are encouraged to attendthe Pre-Application Meeting at the CDR offices on Thursday July 2nd 2015 at 10 o'clock Beirut Local Time.
Applications for prequalification should be submitted in sealed envelopes, delivered to the CDR Tenders Department at the address below not later than 12:00 o'clock noon, Beirut local time on Thursday September 3rd , 2015 and be clearly marked "Application to Prequalify for Water Supply Augmentation Project - Construction of Bisri Dam Contract (WSAP-W1)".
