IT service integrator for IT service providers of Hessian agricultural promotion (Lot 6)

The Wirtschafts- und Infrastrukturbank Hessen (WIBank) acts as the EU-accredited paying agency for agricultural promotion in Hesse. The WIBank is part of the Landesbank Hessen – Thüringen (Helaba). The provision and operation of the specialized IT systems necessary for agricultural promotion are the responsibility of Helaba. Helaba has currently outsourced the IT services for agricultural promotion to a general contractor. The contract with this general contractor ends on 31.12.2026. Therefore, the IT services are being re-tendered. As part of these tenders, there will be a shift from the current general contractor model to a multi-provider model. The services currently provided centrally by the general contractor will be divided and successively tendered competitively through six technically defined lots. The IT systems for agricultural promotion are based on a highly integrated architecture, which causes technical and functional dependencies between the six lots. In the context of the transition from a general contractor to a multi-provider model, it is therefore imperative that the service providers for each lot do not act in isolation but become part of an integrated IT ecosystem. This tender concerns only the services for Lot 6 – IT Service Integrator for IT Service Providers of Hessian Agricultural Promotion. The IT Service Integrator is the central instance for the overarching end-to-end control of all service providers in the new multi-provider model. It establishes and controls overarching ITIL processes such as Incident, Problem, Change, and Release Management. It is also responsible for central reporting and monitoring of Service Level Agreements (SLAs). For further details, please refer to Annex I 02 - Annex 0_Service Description.
