Operation and maintenance of ITS field equipment system

This tender concerns the operation and maintenance of the field equipment belonging to the metropolitan Intelligent Transport System (ITS). The scope of services includes the physical components of various ITS subsystems within the capital city. These encompass the field elements of visual systems for traffic and bus lane monitoring, parking guidance systems, travel time determination and display systems (including license plate recognition cameras, variable message signs, data transmission systems, software, and hardware), traffic measurement points, meteorological measuring devices, field equipment for commercial vehicle access control systems, and the optical cable network including its substructures. The winning bidder will perform the operational and maintenance services, specifically the labor portion, for a fixed monthly lump sum. Materials used during the works and any additional tasks requested by the contracting authority (e.g., installing cameras provided by them) will be billed separately on a per-item basis. A net budget of HUF 50,000,000 is allocated for these itemized materials and services until the contract's expiry. The lump sum must cover all costs associated with the work, such as temporary traffic diversions and subcontractor fees, with exceptions for the de-energization costs of BKV Zrt. overhead lines and temporary traffic management costs on the capital's motorway entry sections. The lump sum does not include labor costs for fault rectification of substructures or optical cables; these will be covered by the itemized budget. The winning bidder can invoice the lump sum and itemized costs monthly. The contracting authority must be notified in writing once 90% of the itemized budget is reached during repairs. Field fault rectification works, crucial for the operation and maintenance of the metropolitan ITS, directly impact the functioning of the Metropolitan Traffic Control Center's management system (Scala) and the Integrated Transport Organization and Regulation System (IKSZR). Therefore, close collaboration with their service operators is essential.
