Procurement of IVR (Phase 2)

The subject of the public procurement is the acquisition, preparation for use, support of an integrated enterprise management system, specifically a document and process management system, and the procurement of related licenses within the scope of a service contract for the Contracting Authority. This public procurement procedure is the II phase of the Contracting Authority's integrated enterprise management system procurement, which concerns the acquisition of the aforementioned document and process management system (hereinafter: System). The Contracting Authority is a company of the Municipality of Budapest VII. District Erzsébetváros, currently operating with the ANDOC system. The purpose of this public procurement is to acquire a document and process management system that can implement all functional requirements contained in the technical description of the public procurement procedure within an integrated software package. MAIN REQUIREMENTS FOR THE SYSTEM: Functional requirements: - Standard interface: The System must have a standard interface connection that allows external applications to write and read data. - Integration of in-house developed programs: The System must have the capability to manage existing in-house developed applications at the interface level. - Data migration: The Contracting Authority expects full data migration responsibility from the tenderer. Content requirements, expected modules of the System: - Registration and Document Management module; - Property Management / tenant contract management module; - HR module; - Supplier contract management and invoice approval module; - CRM module; - Bug tracking module. Non-functional requirements: - The System to be implemented can be a self-hosted or cloud-based solution. - Licenses: The winning tenderer is responsible for providing all licenses necessary for the full operation of the System. - Testing, training: The winning tenderer is responsible for establishing a test and training system environment during implementation and making it suitable for testing services and training, as well as preparing user manuals. - Availability, performance: The System must be capable of 7x24 hour operation. - Display, ergonomics, user interface: The System must have a comprehensive, unified Hungarian language user interface. - Error handling: In case of an error, the System must provide clear error messages that enable the user or system administrator to take the necessary steps. - Support. - Master data management. The detailed specification of properties, the functionality corresponding to the contracting authority's expectations, and the operating principles are included in the Technical Description, which is an annex to the public procurement documentation. All functionality defined in the Technical Description must be implemented using standard tools or development, and the modules serving the contents in the function list must be tested and available in working order upon go-live. The winning tenderer must perform their duties according to the following schedule: - The Contracting Authority requires go-live on July 1, 2026, with early performance permitted. - The winning tenderer must complete the various phases according to the following milestones: • Approval of specification following needs assessment • Program installation – provision of necessary licenses • Module training, parameterization • Data migration • Interface development and commissioning with the company's ERP software • Interface development and commissioning with in-house developed software • Full training and handover of training materials • Closure of testing period • Software go-live • End of warranty period and closure of implementation The contract performance can be divided into two main phases: 1) implementation, go-live 2) operation and support of the System after go-live, tasks that the Contractor will perform: - at the lump-sum price specified in their offer ("Lump-sum operating costs"); - and according to the Contracting Authority's ad-hoc orders ("According to framework agreement..."
