Original language: slNamen javnega naročila je vzpostavitev trajnostnega načrtovanja prometa v Severni Primorski (Goriški) razvojni regiji s pomočjo izdelanega temeljnega strateškega dokumenta, tj. regionalne celostne prometne strategije, kot jo opredeljujeta 19. in 20. člen Zakona o celostnem prometnem načrtovanju (v nadaljnjem besedilu: ZCPN) in Pravilnik o regionalnih celostnih prometnih strategijah. RCPS obravnava specifične izzive prometa v regiji, kot tudi potrebe deležnikov in različnih segmentov javnosti iz lokalnega okolja, ki presegajo pristojnosti posamezne občine. Ker pa se veliko poti ne konča niti ne začne znotraj meja regije, moramo pri opredelitvi območja obravnave upoštevati širše območje sosednjih regij. Njen namen je uskladiti prometne razvojne cilje in usmeritve vseh občin v regiji ter določiti skupno prometno vizijo, cilje, ukrepe in kazalnike za spremljanje njihovega izvajanja. RCPS služi kot vsebinska podlaga za nadaljnje prometno in prostorsko načrtovanje na lokalni in državni ravni. Namen RCPS je izboljšanje prometa v regiji v smeri zmanjševanja prometnih obremenitev, zastojev, onesnaženja, rabe energije in večje prometne varnosti. Prizadeva si za spremembe potovalnih navad v regiji in izboljšanje pogojev za javni prevoz, kolesarjenje, hojo ter alternativne oblike mobilnosti zaradi zmanjšanja obsega osebnega motornega prometa ter za zmanjšanje obsega tovornega prometa oz. njegovo preusmeritev iz cest na železnico.
