Namen javnega naročila je pridobitev strokovnega izračuna tehtanega povprečnega stroška kapitala (angl. Weighted Average Cost of Capital – WACC) za družbo Pošta Slovenije d.o.o., ki je izvajalec univerzalne poštne storitve v Republiki Sloveniji. Agencija kot regulator poštnega trga pri izvajanju svojih regulatornih nalog spremlja stroške izvajanja univerzalne poštne storitve ter preverja skladnost računovodskih evidenc in stroškovnih modelov izvajalca univerzalne storitve. V skladu z drugim odstavkom 5. člena Splošnega akta o ločenih računovodskih evidencah in prepovedi subvencioniranja (Uradni list RS, št. 29/10) se za določitev stroška kapitala uporablja metodologija tehtanega povprečnega stroška kapitala (WACC), ki predstavlja oceno pričakovanega donosa na kapital, angažiran pri izvajanju univerzalne poštne storitve.
