POST-NOTICE; Production of maintenance book content during the maintenance phase, framework arrangement 2026–2028

The City Environment Division is responsible for the property maintenance book and its preparation as required by the Land Use and Building Act and its section on Building Use and Maintenance Instructions, as well as according to the Property Maintenance Book Guideline Series. This tender seeks contract suppliers for the preparation of the property maintenance book during the use and maintenance phase, as well as for tasks related to the production and maintenance of the content of the electronic maintenance book. The service package covers a property portfolio of over 1000 properties, mainly consisting of various service premises, including: - Education and training properties, schools, educational institutions, kindergartens, playgrounds - Culture and leisure properties, libraries, youth centers, cultural centers, museums - Social and health services properties, health and service centers, hospitals, nursing homes for the elderly and youth - City Environment Division and City Chancellery properties, offices, commercial properties, and agencies The tasks consist of producing content with functionalities described in more detail in the service description, and in accordance with the law and guidelines mentioned in the service description, also taking into account possible changes in laws and guidelines. The performance of the tasks will also comply with the client's separate instructions and quality requirements. The client has the right to update and change instructions to improve the quality of content production and to develop general operations. The basic tasks include the preparation of maintenance plans and system cards, as well as the drawing of location plans and yard cleaning maps. A framework agreement will be concluded with two (2) suppliers, provided that there are that many suitable suppliers. The tasks covered by the agreement and their content are described in more detail in the Service Description attached to the request for proposals and in the site-specific electronic maintenance books, access to which and content is explained in the attached BEM Maintenance Book Guideline and in other attachments to the request for proposals. CONFIDENTIAL MATERIAL The tasks covered by the agreement and their content are described in more detail in the site-specific maintenance books. The maintenance books contain confidential material of the City of Helsinki's City Environment Division. For this reason, access credentials to the maintenance books will only be provided upon submission of a signed company confidentiality undertaking (attachment to the request for proposals) and a completed "Production of maintenance book content tender 2026, BEM maintenance book access rights notification" attachment (attachment to the request for proposals). Please submit the completed and signed confidentiality undertaking together with the completed "Production of maintenance book content tender 2026, BEM maintenance book access rights notification" attachment to the contracting entity via email at kymp.yllapitokilpailutukset@hel.fi. For maintenance book access rights, the program will send an email for the first login (unless there are previous access rights). Please write "Confidentiality undertaking Production of maintenance book content 2026 and company name" in the subject line of the email. The confidentiality undertaking must be signed by the person(s) who have the legal right of representation, verifiable from the company's trade register extract.
