POSTING NOTICE: Meri-Rastila Multipurpose Building, Renovation and New Construction, Project Management Contract The subject of the procurement is the renovation and expansion to be carried out in Meri-Rastila at Jaluspolku 3. The site currently has a community building completed in 1993, which houses a school, a daycare center, and a youth center. The site also includes a chapel built at the same time. Both buildings were designed by architect Kaarlo Leppänen. The Helsinki Parish Union divested the chapel in 2024 and sold the building to the City of Helsinki. The land for the building site is owned by the city. The project is named Meri-Rastila Multipurpose Building. The multipurpose building will include spaces for basic education, early childhood education, preschool education, and a playground. Additionally, the premises will house a youth center, a community center, and break rooms for home care staff. The number of pupils/places for the basic school and daycare center is 604, with approximately 100 staff members. The number of clients for the youth center and community center varies. The project began in 2024 with a general, two-stage architectural competition organized by the city. The competition aimed to determine how well the existing building stock could be utilized and preserved within the framework of a rather demanding space program. The competition winner, the proposal "Hand in Hand," saves a significant portion of the existing building stock while introducing a distinct new layer of new architecture. The combination of old and new serves well the goals of the revitalizing neighborhood to create a better city for current residents and, on the other hand, to create opportunities for new residents in Meri-Rastila. The clear division of spaces and the internal logic of the building proposed in the plan create excellent opportunities for developing diverse resident use. The multi-story multipurpose building creates a new beautiful facade for Meri-Rastila square, thus acting as a renovator of the square, an important public space. The Meri-Rastila Multipurpose Building is planned to be implemented in two phases. The current procurement project includes spaces for basic school grades 1–4 and an expansion reservation according to the project plan. In a potentially later procured phase 2, the school will be expandable into a comprehensive school, including teaching spaces for grades 1–9 (phase 2 implementation is not included in this tender competition). The planning and construction of the project must emphasize generally economical and long-term sustainable design solutions and material choices: - Design and implementation solutions are appropriate in terms of quality and life-cycle costs. - Technical solutions are functional and based on empirical knowledge. - Moisture-related risks and building physics properties are considered in the main structural solutions. - Building components with shorter service lives are replaceable/repairable without massive demolition. The palette of durable and maintainable material choices includes: - The presented building materials are durable and compatible. - Materials are easy to maintain and care for. Life-cycle affordability includes: - Technical solutions are high-quality, fault-tolerant, and durable. - Requirements set by changing climate conditions are considered for technical solutions and materials. - Energy costs are included as part of life-cycle affordability. - Maintenance costs are included as part of life-cycle affordability. - The multipurpose building can be cleaned reasonably and at normal costs. - Main access routes in the yard are mechanically maintainable. Demolition work will begin at the site of the Merirastila community center daycare, according to the preliminary schedule, in the spring of 2027. The main contractor must consider that school operations will continue in the Merirastila community center until the end of the spring semester of 2027. The adjacent playground's outdoor activities must also continue without disruption during construction, and the movement of residents in the area must be safe. According to the preliminary project schedule: - Development phase 05/2026–03/2027 (Building permit application 08/2026) - Demolition work 01/2027–07/2027 (Demolition permit application 11/2025) - Implementation phase (construction) 04/2027–06/2029 The project is intended to be implemented as a cooperative target and lump-sum price project management contract. According to the procuring entity's preliminary understanding, a separate cooperation agreement will be drawn up for the development phase of the project management contract between the implementer of the project and the City Environment Division of the City of Helsinki. The procuring entity is considering the possibility of procuring the demolition contract as part of the procured project (option). According to the preliminary view, the demolition contract includes the demolition work and waste management of the demolition parts of the community center Merirastila designated for demolition (daycare and youth center premises), as well as acting as the main contractor for the demolition contract in accordance with the documents. A separate contract for the demolition work may be concluded between the implementer of the project and the City Environment Division of the City of Helsinki.
