Original language: fiHankinnan kohteena on moniorganisaatiorakenteen purkaminen Lifecare-potilastietojärjestelmässä. Keski-Suomen hyvinvointialueen käytössä olevassa Lifecare-potilastietojärjestelmässä on määritelty 16 erillistä organisaatiota, mikä moninkertaistaa ja hidastaa muutos- ja kehitystöitä sekä haittaa järjestelmän täysimääräistä hyödyntämistä. Purkamalla moniorganisaatiomalli järjestelmään kirjautuminen ja toiminnat suoraviivaistuvat, ja osasovellusten käyttö mahdollistuu kaikille käyttäjille. Moniorganisaatiorakenteen purkaminen perustuu aiemmin tehtyyn esiselvitykseen. Työ sisältää purkamisessa tarvittavien skriptien toteutuksen ja testauksen Lifecaren eri sovellusten osalta, testiympäristöjen toteutuksen ja päivitykset, purkamistyön toteutuksen ja testaukset, yhteistyökokoukset sekä projektinhallinnan. Hankinta kuuluu julkisista hankinnoista ja käyttöoikeussopimuksista annetun lain (hankintalaki, 1397/2016) 26 § EU-kynnysarvon ylittäviin palveluhankintoihin. Suorahankinta voidaan tehdä hankintalain 40 §:n 2 mom. mukaan seuraavalla perusteella: Teknisestä tai yksinoikeuden suojaamiseen liittyvästä syystä vain tietty toimittaja voi toteuttaa hankinnan; lisäedellytyksenä on, että järkeviä vaihtoehtoisia tai korvaavia ratkaisuja ei ole eikä kilpailun puuttuminen johdu hankinnan ehtojen keinotekoisesta kaventamisesta. Hankinnan voi toteuttaa teknisestä syystä vain järjestelmän toimittaja, minkä vuoksi tarjous on pyydetty vain kyseiseltä toimittajalta.
