Post-Information Notice: Framework Agreement for Design and Expert Services for Construction Projects 2026-2029 (2030)

The City of Rauma requested tenders for design tasks for the facility services' construction projects in accordance with the procurement notice published in the Hilma announcement channel on 2.2.2026 and the request for tender and its appendices published on Tarjouspalvelu. The procurement is divided into ten lots: 1. Architectural and principal design 2. Structural design 3. Electrical design 4. HVAC design 5. Building automation design 6. Acoustic design 7. Geotechnical design 8. Building history survey 9. AV design 10. Cost calculation services The competition was conducted using an open procedure, based on which a maximum of five (5) tenderers with the most advantageous price were selected for each lot of the framework agreement. The maximum number of lots awarded to a single tenderer was not limited. The contract period for the framework agreement is 16.6.2026 - 31.3.2029. Option: The contract period of the framework agreement can be extended by one (1) one-year (1-year) option period from 1.4.2026 - 31.3.2030. The City of Rauma will decide separately on the activation of the option period and will announce it at least three (3) months before the expiry of the current contract period. The exercise of the option is the right of the City of Rauma, not an obligation. The estimated value of the entire procurement for the entire contract period (including the option period) is EUR 1,600,000 (VAT 0%). The City of Rauma is not committed to a specific procurement volume or value during the contract period. Procurements will be carried out as needed within the annual appropriations granted by the City Council of Rauma. The assignments will consist of design tasks related to new construction, renovation, repair investments, and functional modification projects of the properties managed by the contracting authority in properties owned by the City of Rauma. The procured assignments will be carried out according to the schedule decided by the contracting authority, so they may not be evenly distributed over the contract period. The assignments relate to the contracting authority's projects, which have a total value of €30,000 - €30,000,000. The framework agreement does not grant suppliers an exclusive right to provide a specific service, nor is the contracting authority committed to ordering any pre-defined assignments from pre-defined suppliers. The City of Rauma also has the right to tender individual assignments outside this framework agreement during the validity of the framework agreement. The working and contract language is Finnish. This is a framework agreement in accordance with Section 42 of the Procurement Act (1397/2016). Architectural and principal design: In the assignments (schools, daycares, offices, sports and social welfare buildings, or other public buildings), the architect can act as the principal designer. Architectural design shall follow the TASK LIST FOR ARCHITECTURAL DESIGN ARK18 (RT 103253) as applicable to the projects. Principal design shall follow the TASK LIST FOR PRINCIPAL DESIGN PS18 (RT 103254) as applicable to the projects. Assignments may deviate from the task lists on a project-specific basis. Acoustic design: Assignments concern public buildings (schools, daycares, offices, sports and social welfare buildings, or other public buildings). Acoustic design shall follow the TASK LIST FOR ACOUSTIC DESIGN AKU18 (RT 103190) as applicable to the projects. Assignments may deviate from the task lists on a project-specific basis. Geotechnical design: Assignments concern public buildings (schools, daycares, offices, sports and social welfare buildings, or other public buildings). Geotechnical design shall follow the TASK LIST FOR FOUNDATION DESIGN GEO18 (RT 103032) as applicable to the projects. Assignments may deviate from the task lists on a project-specific basis. Building history surveys: Assignments concern public buildings (schools, daycares, offices, sports and social welfare buildings, or other public buildings). Building history surveys shall follow the National Board of Antiquities' "Talon tarinat" - building history survey guide (National Board of Antiquities, Department of Building History 2010) as applicable to the projects. AV design: Assignments concern public buildings (schools, daycares, offices, sports and social welfare buildings, or other public buildings).
