Procurement of security guard services for the city center area of Jyväskylä from 06/2026 onwards The subject of the procurement is security guard services as referred to in § 28 of the Act on Private Security Services (1085/2015), as an auxiliary to the police, for the city center area of Jyväskylä. The purpose of the security guard service is to maintain order and safety, and to prevent crimes and accidents in the security guard areas agreed upon with the customer and principals (e.g., shopping centers, transport hubs, and health or social welfare facilities operating in the city center) in the city center of Jyväskylä. Security guards must, if necessary, take measures within the limits permitted by the Act (Act on Private Security Services 1085/2015) to restore order and safety. The target start date for the service is 2.6.2026. The contract is valid for 2 years, after which there is an option to extend for 1 + 1 year. AMENDMENTS TO THE REQUEST FOR PROPOSALS The following amendment applies to section 16.3 of the key contract terms regarding the applicable collective agreement for the security industry: The supplier shall add to the hourly rate the allowances related to working hours in accordance with the currently valid collective agreement for the security industry, excluding overtime allowances. In criteria positions 1 and 2 of the subject of procurement, the criterion "Security guard additional use of force training (1 point, if yes)" has been changed from "selection required" to "yes required". The scoring for a "yes" answer remains the same. In criteria positions 1 and 2 of the subject of procurement, the criterion "Training targeting youth, e.g., Noja or equivalent training (1 point, if yes)" has been corrected to "selection required".
