Traffic light control 2026-2029

The subject of the procurement is the operation and maintenance services related to Budapest's traffic light control equipment, described in detail in the Technical Specification. A Sitraffic Scala traffic control center operates in Budapest; the traffic control equipment families used are the following: Sitraffic C800/900 family; Yutraffic sX family; SGS family; Siemens MR/MS family; VSF family; VTC 6/12/24/36 family; VTC 2000/3000 family. In consideration of Section 104 (3) of the Public Procurement Act (Kbt.), the Contracting Authority will enter into a framework agreement according to Section 105 (1) a) and c) of the Kbt., under which the Contracting Authority will send a Direct Order to the Contractor, referring to specific items of the Priced Budget (formed by pricing the Unpriced Budget provided during the tender phase), or will initiate a consultation for items not included in the Priced Budget. Due to the consultation process, the winning bidder (Contractor) will submit an individual offer to the Contracting Authority, based on which the Contracting Authority may issue an individual order. The total value of the Framework Agreement for Services is HUF 11,900,000,000 net. The expected volume of the procurement: 1.) Operational services: During the term of the Framework Agreement for Services (48 months), the operational services will cover: - the infrastructure and superstructure of 1250 traffic light intersections, - 18 yellow flashing devices, - 2 height limiters. Operational services include, in particular: - operating the on-call service, - performing fault rectification work (repairing operational failures or damages, repairing signaling devices), - carrying out registration and data provision activities, - performing maintenance, inspection, and testing work, - modifying existing facilities based on operator instructions, - providing materials and spare parts used during operation and maintenance work, - carrying out technical measures ordered by the operator/operator for operational safety. The scope of tasks to be performed within operation for a monthly flat fee includes: on-call service, fault rectification, registration. The Contracting Authority states that the tasks to be performed based on the flat fee must be carried out from the signing of the Framework Agreement, meaning no separate direct or individual order will be sent for these. The costs of materials and spare parts provided and used by the Contractor during operational work will be accounted for item by item. Work related to maintenance, facility modification, and technical measures will be carried out based on separate orders. Based on the change in the number of intersections operated under the framework agreement and operated on a monthly flat-fee basis, the monthly flat fee will be adjusted according to the predetermined conditions in the draft contract (a decrease of 0.5% in the monthly flat fee for every 10 intersections decrease). The Contracting Authority is not obliged to order the full quantity.
