Request for Proposal July 25th, 2024 YAMAMOTO Koji Senior Vice President Energy Business Unit Japan Organization for Metals and Energy Security Japan Organization for Metals and Energy Security (“JOGMEC”) invites proposals for “JFY2024 Log data digitization to LAS file from TIFF file” (“Work”). Potential contractor (“Contractor”) who desires to respond to this Request for Proposal (“RFP”) is requested to submit a proposal in accordance with the following instructions. 1. Title of the Work JFY2024 Log data digitization to LAS file from TIFF file 2. Objective and the Scope of Work JOGMEC invites the proposals for services related to digitization of well log data in TIFF files to LAS files for the purpose of effective utilization of their legacy data. The detailed specifications are described in the “Scope of Work” (“SOW”), which will be provided after the submission of signed “Confidentiality Undertaking” by Contractor to JOGMEC.
Please refer to the procedures described in section 6.(1) below for more details. 3. Outline of Contract (1) Type of Contract: Service Contract (Unit Price Contract) (2) Expected Work Duration: Up to March 31, 2025, from the execution date of the contract. Commencement of the Work is expected in September 2024. (3) Maximum Amount of Budget: under JPY10,000,000 in total*. This covers all costs and expenses needed to conduct the Work. This also includes all applicable taxes which will be due and payable in relation to the Work, income, turnover, remittances or property of the Contractor (including, but not limited to corporate taxes, income taxes, sales taxes, payroll taxes, fringe benefit taxes, Japanese consumption tax, withholding income tax on domestic source income for non- resident company in Japan and all other local taxes). *This is NOT the contract price, but is the maximum limit of the budget. Your quotation shall be UNDER JPY10,000,000 in total as per the above-mentioned maximum amount of budget. The quotation shall be provided in Japanese Yen 1(“JPY”). Cost performance will be one of the evaluation criteria.

(4) The Contract Fee is based on the calculation of the work unit price multiplied by the workload spent to complete the Scope of Work, and any applicable taxes, provided, however, that in no event shall the Contract Fee exceed the maximum amount of budget. (5) Payment: Payment shall be made upon receipt of the deliverables, which consists of the documents and data described in the Scope of Work, and Completion Report, subject to the Acceptance of the Services pursuant to the provisions of the agreement to be executed (“Agreement”). (6) Language used in the contract: English (7) Currency used in the contract: JPY (8) Currency used in the payment: JPY or currency designated by the Contractor* *Payment shall be made in JPY in principle, except as expressly requested by the Contractor in the proposal to pay in a currency other than JPY pursuant to the provisions in the Agreement to be executed. When JOGMEC gives an approval to the Contractor to make a payment in the currency designated by the Contractor, the amount shall be converted from JPY into the designated currency based on the exchange rate at the time of remittance. (9) Draft Agreement: The draft agreement will be provided after the Contractor submits a signed “Confidential Undertaking” to JOGMEC in accordance with the procedures described in section 6.(1). Although the Agreement will be finalized and executed after the legal review by both JOGMEC and the Successful Bidder, please note that the Contractor who submits the proposal must accept the terms and conditions of the draft agreement in principle. 4. Schedule of Proposal (1) July 25th,2024: The RFP will be announced on JOGMEC website. (2) August 6th,2024, 11:00 a.m. JST (GMT +9:00): The deadline for submission of a signed “Confidentiality Undertaking”. (3) August 16th,2024, 11:00 a.m. JST: The deadline for submission of a proposal and other required documents. 5. Qualifications required for the application (1) The Contractor shall have either English or Japanese communication skills. (2) The Contractor shall have experiences of similar professional services in analyzing and digitization of well log data within at least the last three (3) years. (3) The Contractor shall have adequate organization, personnel and financial 2capabilities to carry out the Work smoothly. (4) The Contractor shall be a business entity not currently being under administrative dispositions such as suspension from the Japanese government’s bidding process. (5) The Contractor shall be a business entity who shall not come under Article 3 of “Public announcement on the qualifications for participating in the tendering procedures” by JOGMEC. (6) If the Contractor is a business entity registered in Japan, a copy of the governmental qualifications; A, B or C rank in “Service” of Reiwa 04・05・06FY (JFY2022, 2023 and 2024) “Zenshocho Toitsu Shikak
