The subject of the procurement is legal and financial expert services. Under this agreement, all sectors of the City of Vantaa, as well as Vantaa City Premises Vantti Oy, VTK Kiinteistöt Oy, and the VAV Group can make procurements.
The procurement is divided into eight (8) areas:
Legal expert services
Area 1: Corporate Law: especially Corporate Governance, corporate arrangements, contract law and tax law, as well as the tax implications of arrangements
Area 2: Public Procurement, Competition Law, State Aid, Administrative Law
Area 3: Environmental Law, Real Estate: especially real estate development, construction and rental activities
Area 4: Data Protection and Artificial Intelligence
Area 5: Employment Relationship Legislation
Area 6: Labour Force Services Legislation and Integration Legislation
Legal services may include, but are not limited to, legal investigations, audits, consultations, document drafting, and training. Legal services do not include court proceedings.
Financial expert services:
Area 7: Valuations of companies and shares, Financial reviews related to the operations and organization of entities, financial consultations and investigations in corporate arrangements, significant projects and change situations, capital and financing solutions and their restructuring, expert services for internal control and risk management related to strategic, financial, operational, and cyber and regulatory risks, other financial investigations and valuations
Area 8: Productivity / production method investigations
A maximum of 3 suppliers will be selected for each area., Area 1: Corporate Law: especially Corporate Governance, corporate arrangements, contract law and tax law, as well as the tax implications of arrangements This area includes the following components:
Corporate law, Corporate Governance, Corporate Arrangements, Contract Law, Tax Law, and the tax implications of arrangements.
Legal services may include, but are not limited to, legal investigations, audits, consultations, document drafting, and training. Legal services do not include court proceedings., Area 2: Public Procurement, Competition Law, State Aid, Administrative Law This area includes the following components:
Public procurement, competition law and state aid, administrative law; including interpretations of the Administrative Procedure Act, Local Government Act, Non-discrimination Act, and Act on the Openness of Government Activities.

Employment relationship legislation, occupational health, work safety, co-operation and negotiation procedures.
Legal services may include, but are not limited to, legal investigations, audits, consultations, document drafting, and training. Legal services do not include court proceedings., Area 6: Labour Force Services Legislation and Integration Legislation This area includes the following components:
Labour force services legislation, unemployment security legislation, legislation promoting integration, and the drafting of legal guidelines related to the aforementioned legal fields.

- Valuations of companies and shares
- Financial reviews related to the operations and organization of entities
- Financial consultations and investigations in corporate arrangements (acquisitions, sales, financing, restructuring), significant projects and change situations
- Capital and financing solutions and their restructuring
- Expert services for internal control and risk management related to strategic, financial, operational, and cyber and regulatory risks
- Other financial investigations and valuations
Financial expert services may include, but are not limited to, financial investigations, audits, consultations, document drafting, specific internal control audits, management consulting, and training related to the above.
Area 8: Productivity / production method investigations This area includes productivity reviews of operations in various sectors where potential for development has been identified.
The productivity investigation may include the following sections:
• Analysis of organization, processes, digitalization (incl. AI, automation), and operating models
• Assessment of operational activities (production, costs, main product quantities, and unit costs)
