Description

This kind of immediate housing resource provides individuals a stable place to live and access services while identifying permanent housing possibilities and avoiding shelter, including locating family or friends to stay with, applying for permanent supportive housing, and/or other long-term options. This transitional housing initiative draws on the success of other supportive housing programs in New York City for the justice-involved population that have demonstrated reductions in shelter and jail use , reduced inpatient hospitalizations and related Medicaid costs, and reduced substance use . Program Purpose and Goals The City is issuing this Request for Proposals (RFP) as one piece of its commitment to safely reducing the number of people in jail to 3,300an average daily jail population that would allow for the closure of Rikers Islandand to continue and accelerate the progress of other City-funded initiatives including Alternatives to Incarceration, Supervised Release, and reentry programs. Through this transitional housing RFP, the City aims to (1) reduce the jail population through the provision of housing to support diversion; and (2) prevent further criminal justice system involvement for those released from incarceration by supporting reentry.
