Zoning Architect Services for the City of Lohja 2026 - 2028 The City of Lohja is requesting tenders for the services of a zoning architect (or other planner). Services include, for example, zoning consultation and the production of zoning materials (zoning map design, drafting, zoning statement, impact assessment, responses) as well as reference plans, zoning frameworks, illustrative images, and 3D visualizations. Services also include partial tasks performed on an hourly basis, such as a specific phase of the zoning process. The City of Lohja has several master and local zoning plans and other land use plans in progress. The projects are mainly located in the ribbon city area. Additionally, the city is planning the area around the West Rail Station. Primarily, one person is sought, supported by a maximum of two subcontractors/assistants. The education of the person offered for the task can be an architect, landscape architect, or other higher education degree in urban planning, and the individual must have the qualification of a plan drafter as defined by the Land Use Act (formerly the Land Use and Building Act). Based on the tender competition, a framework agreement will be concluded with two (2) suppliers for a contract period of two (2) years. The contract can be extended by one (1) optional year. Individual assignments will be distributed among suppliers in order of priority. Assignments to be ordered based on the framework arrangement are not specified at this stage; the scope and objectives of the task will be defined for each individual assignment. The areas covered by the studies will be located in various areas and will have varying starting points. When preparing separate studies, the work program, workload, participating personnel, schedule, and deliverables will be defined. Individual assignments valued at over EUR 10,000 or deviating from the norm in scope may be separately tendered by the Customer at its discretion outside the framework agreement. The Customer has the right to tender other similar study tasks during the validity of the framework agreement and procure them from suppliers other than the framework agreement suppliers, for example, in situations where other special expertise is required or the consultant's proposed schedule does not meet the customer's objectives. The Customer does not commit to a specific order volume in advance during the contract period. The basis for awarding the tender competition is overall economic advantage, with price accounting for 30% and quality for 70%.
