Planning services, framework agreement

The subject of the procurement is planning consultant tasks related to planning projects. The consultant is responsible for creating the plan and the necessary preparatory material under the guidance of the city's planning unit. The planning projects are located in different parts of the city of Raseborg and can vary in scope and size from small "postage stamp plans" to larger urban area entities. The plans are divided into different categories (XS–L) according to Annex 2. The assignment includes (depending on the scope of the project) the following components in Finnish and Swedish: - preparation of participation and assessment plan - preparation of draft plan and plan description - preparation of plan proposal and plan description - completion of the statistical information form at the proposal stage and finalization after the plan's approval - summary of received statements and opinions/objections - preparation of draft responses to received statements and opinions/objections - participation in resident and information meetings - possible negotiations with landowners and authorities, etc. stakeholders - preparation of possible illustrative images - the task may include the assessment of necessary investigations - background investigations and other possible tasks related to the planning process and zoning will always be agreed separately - some assignments may require a site visit. The materials for each planning phase will be delivered to the city in the following formats: - participation and assessment plan; in Word and pdf format - plan description; in Word and pdf format - plan map with regulations; in cad and pdf format The plan map and regulations must be prepared in accordance with current regulations. The coordinate system is GK24 and the height system is N2000. The base map will be provided by the city. The plan map and regulations must also be prepared in Swedish and Finnish. Both language versions must be proofread and ready for preparation when delivered to the city. The plan map must be prepared in such a way that it can be used as a basis for property formation in terms of accuracy and topology. The areas are closable. If necessary, the boundaries are drawn parallel and fixed to the corners, boundaries or other relevant points of the plot. Rectangles are also used where possible. The width of street areas should be defined in whole meters where possible. This is a framework agreement, for which 3 suppliers will be selected.
