Original language: fiKameravalvontajärjestelmä (PPSHP puitejärjestely) Hankintayksikkö (silloin Pohjois-Pohjanmaan sairaanhoitopiiri) on kilpailuttanut hankinnan avoimella menettelyllä EU-kynnysarvon ylittävänä hankintana ennen kuin hankintalain 42 §:n 4 momentin puitejärjestelyn kautta tehtävien hankintojen enimmäisarvon tai -määrän ilmoittamista koskeva lainmuutos on tullut voimaan. Kilpailutus on tehty myös ennen kuin Unionin tuomioistuin on antanut asiassa C-23/20 (17.6.2021) ratkaisunsa, jonka mukaan puitejärjestelyn vaikutukset lakkaavat kyseisen rajan saavuttamisen jälkeen.
