Cantonal Data Infrastructure (KDI) – Geoportal Basel-Stadt, development and operation as well as maintenance and support of a geoportal

The cantonal data strategy of Basel-Stadt, adopted in April 2023, advocates for transparent, networked, and secure data management. This is an important basis for future-oriented services. As part of the cantonal project "Cantonal Data Infrastructure" (KDI), the cantonal geodata infrastructure is being renewed, among other things. This includes the Geoportal (www.geo.bs.ch), the WebGIS (www.map.geo.bs.ch), as well as all interfaces, services, and software components involved in geodata integration and publication. The present tender relates to the Geoportal as the central element of the cantonal geodata infrastructure. It has so far served as the central entry point to all data, services, and offerings of the Geoinformation Office. With the cantonal initiative and the strategic reorientation of geoinformation, the Basel-Stadt Geoportal is to become the central entry point to geodata and services in the entire canton in the future. Offerings from other departments should also be findable, for example via links or by integrating external search results. Users should gain simple, fast, and user-friendly access via the new Geoportal to the resources, applications, and information available in the canton related to geoinformation and geodata, as well as important adjacent areas such as the cantonal data portal, which also publishes data with a spatial reference. The goals of the new Geoportal are simple, intuitive user guidance and functioning as an entry point for the canton's geodata. The existing Geoportal will be replaced; redirects from existing URLs (geo.bs.ch) must be provided. Not part of the project (out of scope) is the back-linking from MapBS to the Geoportal, the embedding of help in the applications, and the map embedding and linking of relevant content on WebBS theme pages.
