Osa-alueen 1:n hankinnan kohteena ovat G1B- ja DN25-kokoluokkien lämpöenergiamittarit sekä niihin liittyvät osa- ja lisälaitteet. Lämpöenergiamittareita hankitaan yhteensä 3 706 kappaletta. Hankintaan kuuluvat myös mittauslaitteiden ohjelmointiin, asennukseen, käyttöönottoon, huoltoon ja testaukseen tarvittavat ohjelmointi- ja konfigurointiohjelmistot, testauslaitteistot sekä muut vastaavat oheislaitteet. Tilaajalla on oikeus tilata optiona vuoden 2029 loppuun mennessä lämpöenergiamittareita sekä niihin liittyviä osa- ja lisälaitteita.
