Lubricants

Within the framework of a framework supply contract, the Contracting Authority is to supply lubricants of appropriate quality for the vehicles operated by its vehicle fleet and for the vehicles entering its repair workshops during the performance of its activities, as well as to transport the hazardous waste generated during their use. Materials to be supplied: Part 1: Lubricants - engine oils - gear oils - hydraulic oils - lubricating greases - brake fluids. The contractor's tasks also include: - transportation of all hazardous waste (used oil, other waste: oily rags, oil filters, air filters, containers with oily liquids, barrels, oily sludge, oily absorbent materials, sawdust, sand), documentation of the performed activity, - provision of collection containers suitable for the collection of used lubricants, in accordance with legal requirements, - testing of lubricants (e.g., for engine oil, gear oil, etc., measurements to determine viscosity, contaminant content (metal, water, etc.), 'additive content' (presence of minimum quantities), flash point, pour point) - in case of barrel delivery, provision of an air-operated and/or manual transfer pump with a flow meter, and if necessary, replacement or repair of the pump, - provision of aesthetic protective equipment (entry mats, steering wheel covers, seat covers), preparation of a quarterly report on delivered products (item number, name, packaging). Procurement quantity: Framework amount: net HUF 90,000,000. The Contracting Authority undertakes a call-off obligation up to 70% of the framework amount. The estimated quantity to be procured projected over 12 months (planned total 45,396 l): - engine oils: 40,076 l - gear oils: 3,138 l - hydraulic oils: 1,178 l - lubricating greases: 587 l - brake fluids: 417 l. Detailed technical requirements related to the supply, as well as the detailed tasks of the successful tenderer, are included in the procurement and technical documents supplementing this invitation to tender. Pursuant to Section 46 (3) of Government Decree 321/2015 (X. 30.) on the methods of proving eligibility and exclusion grounds in public procurement procedures, and the determination of public procurement technical specifications (hereinafter: Kr.), the contracting authority draws attention to the fact that if the clear and understandable definition of the subject of the procurement necessitated reference to a specific make, origin, type of thing, procedure, activity, person, patent, or trademark, the designation was made solely to clearly define the nature of the subject, and the phrase 'or equivalent' shall always be understood alongside the designation. In terms of equivalence, the tenderer must explicitly declare this in their offer. In the event that the contracting authority offers an equivalent to the products listed in the tender, it shall be the tenderer's responsibility to ensure that the lubricant meets the manufacturer's specifications for the vehicles and that it does not cause accelerated wear or other malfunctions at the place of use.
