Procurement of collection paper, security material and WEEE removal service

The City of Espoo (hereinafter also the Contracting Authority) is requesting tenders for the procurement of collection paper, security material, and WEEE removal service. The service subject to procurement includes the removal services for collection paper, security material, and WEEE from buildings, premises, and sites owned or managed by the City of Espoo and its group companies (Kiinteistö Oy Espoon Sotekiinteistöt, Kiinteistö Oy Espoon Keskuskeittiö, Kiinteistö Oy Espoon Koulu- ja päiväkotitilat, Espoon Asunnot Oy, Kiinteistö Oy Matinkylän uimahalli, Kiinteistö Oy Opinmäen Kampus, Weegee Oy and Kiinteistö Oy Matinkylän Lukio). The buildings are located in the City of Espoo area. The Contracting Authority also has other agreements that are used for the removal of WEEE classified as hazardous waste due to its transport properties and other security material. Most of the basic IT equipment, for example, is removed through this agreement. The tenderer may carry out part of the service as a subcontractor. The handling of security material and related services may not be carried out by a subcontractor, through personnel leasing, or by using personnel from other units or resource units. The service must be produced in its entirety by the tenderer's own personnel and as their own operation. A more detailed description of the scope of the procurement is in the annex "Description of the subject of procurement" to the request for tenders. The contract will be concluded with one (1) Supplier. In addition, one (1) backup supplier will be selected. The contract is valid indefinitely. The estimated total value of the procurement is EUR 717,000 (VAT 0%). In the market survey, industry players were consulted in writing, and the division of the procurement into lots and different implementation models were assessed. The market survey was conducted in a way that did not favor any single supplier, and the survey was conducted impartially and openly. In connection with the preparation of the procurement, a market survey was carried out on potential suppliers by examining the websites of suppliers offering the services subject to procurement. Several suppliers operating in the market were identified in the survey. The contracting entity approached 8 suppliers by sending them part of the tender request material for comment and questions related to the procurement on 12.5.2026 as part of a technical dialogue. Two of these companies responded to the written comments. The results of the market dialogue were utilized in finalizing the tender request material. Based on the written clarification, the contracting entity has assessed that there is a functioning market for the services subject to procurement and that there may be several potential suppliers in the market, but the number of respondents to the written dialogue was small. The observations made during the survey were used in defining the subject of the procurement, assessing service level requirements, developing the pricing structure, and refining the suitability and reference requirements. The principles concerning market surveys according to Section 65 of the Procurement Act have been taken into account in the preparation of the procurement, and the contracting entity considers the preparation to support the realization of competition. Division of the procurement into lots The contracting entity has assessed the division of the procurement into lots. The procurement has not been divided into lots because the removal services for collection paper, security material, and WEEE form a functionally coherent service entity.
